Income levels have stagnated over the past decade; unemployment and underemployment are rising rapidly; public infrastructure and social services are grossly overstretched; and the fragile natural resource base is threatened with irreversible damage. This study aims to assess prospects for sustainable development in the OT, as well as outline a priority agenda of policy reforms, institutional development and investments needed to promote such growth. The report is in six volumes. Volume I provides a summary overview of the key findings and recommendations of the study. After commenting selectively on the current socioeconomic situation in the OT and its evolution over time, it discusses prospects for sustainable development in the future and outlines the priority agenda of policies and programs needed to promote such development. Volume II explores the strategic choices at the macro level that will be faced by the OT in the future and the implications for economic relations between the OT and the rest of the region. The study looks at the current situation and its evolution over the past 25 years. The study then examines several policy choices for the future affecting the structure of development in the OT. Finally, it outlines some illustrative scenarios for the future, focussing on the consequences of current developments in the region. Volume III reviews the performance of the private sector (including, in particular, the industry and tourism sectors) in the OT. The study assesses the environment in which the private sector operates and its future prospects and makes recommendations for accelerating private sector development in the future. Volume IV reviews the evolution and structure of the agricultural sector in the OT; analyzes its current characteristics; assesses OT competitiveness in the immediate and longer term; outlines the main policy options and their implications; and provides a preliminary assessment of sectoral financial and technical assistance (TA) needs. Volume V assesses the current situation in the infrastructure sectors (electricity, water supply and sanitation, transport, housing and solid waste services) in the OT; identifies the major issues confronting these sectors; and outlines priorities for TA and investment needs. As local authorities are major institutions in the delivery of public services in these sectors, the study also includes a review of their current situation and makes recommendations for improving the functioning of municipalities. Volume VI reviews the current status as regards human resource development; analyzes options for enhancing individual welfare and labor productivity in the OT; and outlines investment and TA priorities for strengthening existing programs and for laying the foundation for later reforms.

A critical interdisciplinary approach to political economy challenges prevailing neoliberal logics and structures that reproduce racial capitalism, and explores how the political economy of occupied Palestine is shaped by processes of accumulation by exploitation and dispossession from both Israel and global business, as well as from Palestinian elites. A decolonial approach to Palestinian political economy foregrounds struggles against neoliberal and settler colonial policies and institutions, and aids in the de-fragmentation of Palestinian life, land, and political economy that the Oslo Accords perpetuated, but whose histories of de-development over all of Palestine can be traced back for over a century. The chapters in this book offer an in-depth contextualization of the Palestinian political economy, analyze the political economy of integration, fragmentation, and inequality, and explore and problematize multiple sectors and themes of political economy in the absence of sovereignty.

The guidelines in this study show how transitional economies can deliver social services to the people who will need them most. Recommendations to improve the labor market include ways to retrain workers, provide unemployment benefits, create a government employment service, and deal with mass layoffs. The report suggests calculating a specific poverty line so that subsidies may be directed more carefully to those in need and social spending may be reduced. This poverty line would be used with other government measures to reform pensions, family allowances, maternity benefits, sick pay, and subsidies for food and heating fuel. Additional reforms suggest ways to strengthen social services and improve policies for education, health care, and family planning. They survey different ways to monitor poverty, allocate budgets, and exploit the services of nongovernmental organizations.

Book excerpt: "This book is an updated and expanded study of the manner in which the Supreme Court of Israel has related to petitions challenging actions of the Israeli authorities in the territories occupied by Israel during the 1967 War. The first edition of the study was published two decades ago by one of the present authors, David Kretzmer. The original work was completed just before the second intifida began in September 2000. It covered decisions of the Supreme Court both during the formative years of the Court's jurisprudence on the occupation, and during the first intifada that broke out in December 1987. As stated in the preface to the first edition, the beginning of the second intifada proved that the hopes that the historic Oslo Accords between Israel and the PLO (1993-1995) would lead to peace between Israel and the Palestinians and to the end of the occupation were premature. At the present time (2020) an end to direct Israeli control over the West Bank and restrictions on life in Gaza does not seem to be in sight. The so-called peace plan published by the Trump Administration in February 2020, as we were completing the manuscript, does not alter that picture, although it may contribute to changes in the regime in the West Bank. Much that has happened since the first edition was published has affected the type of cases that reach the Supreme Court, and consequently the topics covered in this study. After a wave of suicide bombings in Israel in 2001 and 2002 the IDF embarked on a military operation in the West Bank. This operation and subsequent hostilities between the IDF and armed Palestinian groups yielded a host of petitions relating to means and methods of warfare and to judicial review during active hostilities. In 2002 the Israeli government began the construction of a separation barrier in the West Bank, the declared purpose of which was to make it more difficult for potential Palestinian terrorists to enter Israel itself. The barrier's route not only spurred close to two hundred petitions to the Supreme Court; it was also the subject of an advisory opinion by the International Court of Justice. In August 2005 Israel withdrew its armed forces and civilian settlements from the Gaza Strip under the Disengagement Plan, and the government announced that Israel no longer had responsibility for Gaza. Controversy arose whether Gaza remained occupied territory. In 2006 the Hamas movement gained control over Gaza and the Government of Israel declared Gaza to be 'hostile territory.' The relations between Israel and Gaza have been tense ever since, with firing of rockets and bombs on Israeli towns and villages, severe restrictions on supply of goods to Gaza and movement of people between Gaza and the West Bank, and periods of active hostilities between Israel and Gaza. Since the first edition of this study was completed there has been a dramatic expansion in the number of Israeli settlements and settlers in the West Bank. This expansion has had various legal and practical consequences, including the emergence of two different legal regimes applicable to Israelis and to Palestinians resident in the West Bank"--

Drawing upon more than 20 years of policy literature, field-based interviews and recently declassified or leaked documents, he details how these frameworks have led to struggles over influencing Palestinian political and economic behaviour, and attempts to mould the class character of Palestinian society and its leadership. A dystopian vision of Palestine emerges as the by-product of this complex asymmetrical interaction, where nationalism, neo-colonialism and `disaster capitalism' both intersect and diverge. Book excerpt: The ongoing violence by Palestinian and Israeli extremists does not bode well for peace negotiations for a two-state solution, but as much of the coverage surrounding recent violence has highlighted, restrictions which restrain economic development within the Occupied Palestinian Territories (OPTs) remain a key issue for the Palestinians. In particular, as the World Bank made plain in a report last year, there would be scope to raise Palestinian GDP by over 20% if Palestinian businesses were allowed to invest the part of the West Bank controlled by Israel. The conflict between Hamas and Israel and the stalling of the peace talks should not prevent the UK and other European countries from pressing Israel to end unnecessary restrictions. In particular, the Committee challenges the assertion that restrictions which curtail economic development in the OPTs are based on Israel s security needs. The UK should encourage both sides to negotiate to address the disputed issues, including Palestinian access to 3G and 4G services in the West Bank, and greater access to the West Bank aquifer, construction permits, demolitions and master plans. DFID should also support the World Bank programme for helping the Palestinian Authority with land registration. While the Committee welcomes the UK's decision to introduce labelling guidelines for products made in Israeli settlements, they call for a review to examine whether the guidelines have been implemented and to what effect. MPs also strongly support the Palestinian Market Development Programme but also call for the provision of a Sector Grant Facility and Development Impact Bonds in the OPTs
