Book excerpt: This report presents the details of a study conducted to develop pavement performance prediction models and decision trees for various families of pavements, using the data available with the City of Cincinnati. Required data was acquired from city's pavement inventory database. The road network was divided into two classifications namely, major roads and minor roads. These roads were further grouped based on their structural makeup. Statistical regression models were developed for each group. A decision tree was developed to suggest appropriate maintenance and rehabilitation activities based on the condition of the pavement. The city engineers can use these models in conjunction with their pavement management system to predict the future condition of the highway network in Cincinnati and to implement cost effective pavement management solutions. Using the methodology developed in this study, the engineers can also further improve the accuracy of the models in the future.

Along with decision trees, prediction models are used to set priorities for maintenance and rehabilitation planning, and ultimately for budget allocations at the network level. Reliable and accurate prediction of pavement deterioration over time helps transportation agencies accurately predict future spending and save significant amounts of money. Within a PMS, raw performance data is often converted into aggregated performance indices, such as the Riding Comfort Index (RCI), to quantify the road's roughness, or the Distress Surface Index (SDI), to quantify accumulated pavement distress. Technology has evolved rapidly in the last two decades, making data collection for pavement conditions (i.e. roughness and distress data) more feasible for transportation agencies. However, transportation agencies, especially at the municipal level, only maintain condition data to evaluate the present pavement status. Only limited attempts have so far been made to develop or enhance existing deterioration models in pavement management systems, using periodically collected condition data over time. A well-maintained historical database of pavement condition measurements and performance indices can be a useful source for the development of performance prediction models. In some cases, however, the database may contain incomplete data and insufficient information to develop reliable performance models. In addition to inconsistency in the historical performance data, the age of the pavement or the date of the last maintenance/ rehabilitation treatment may not be available to develop the pavement performance over time. The goal of this research is to develop enhanced empirical performance models capable of capturing the unpredictable and indeterminate nature of pavement deterioration behavior. This research provides a methodology to develop empirical models in the absence of the construction and/or rehabilitation dates. The models developed in this research use limited available historical data, and examine different parameters, such as pavement thickness, traffic pattern, and subgrade condition. Parameters such as the date of pavement construction and the age of the pavement are also incorporated into the proposed models, and are constrained by local experience and engineering judgment. A linear programming optimization technique is employed to develop the empirical models presented in this research. The approach demonstrated in this research can also be expanded to account for additional parameters, and can easily be adapted to match the needs of different agencies based on their local experience. In addition, the current research develops a second set of deterioration models based on mechanistic-empirical principles. Models incorporated into the mechanistic-empirical design guide are locally calibrated. A genetic algorithm optimization technique is employed to guide the calibration process, in order to determine the coefficients that best represent pavement performance over time. The two sets of performance models developed in this research are compared at both the project and network level of analysis. A decision-making framework is implemented to incorporate the two sets of models, and a comprehensive life cycle cost analysis is carried out to compare design alternatives in the project level analysis. The two model sets are also evaluated at the network level analysis using a municipal pavement management system. Two budget scenarios are executed, based on the developed performance models, and a comparison between network performance and budget spending is presented. Finally, a summary and current research contribution to the pavement industry will be presented, along with recommendations for future research.

Book excerpt: The mechanistic-empirical pavement design guide (AASHTOWARE Pavement-ME) incorporates mechanistic models to estimate stresses, strains, and deformations in pavement layers using site-specific climatic, material, and traffic characteristics. These structural responses are used to predict pavement performance using empirical models (i.e., transfer functions). The transfer functions need to be calibrated to improve the accuracy of the performance predictions, reflecting the unique field conditions and design practices. The existing local calibrations of the performance models were performed by using version 2.0 of the Pavement-ME software. However, AASHTO has released versions 2.2 and 2.3 of the software since the completion of the last study. In the revised versions of the software, several bugs were fixed.Consequently, some performance models were modified in the newer software versions. As a result, the concrete pavement IRI predictions and the resulting PCC slab thicknesses have been impacted. The performance predictions varied significantly from the observed structural and function distresses, and hence, the performance models were recalibrated to enhance the confidence in pavement designs. Linear and nonlinear mixed-effects models were used for calibration to account for the non-independence among the data measured on the same sections over time. Also, climate data, material properties, and design parameters were used to develop a model for predicting permanent curl for each location to address some limitations of the Pavement-ME. This model can be used at the design stage to estimate permanent curl for a given location in Michigan.Pavement-ME also requires specific types of traffic data to design new or rehabilitated pavement structures. The traffic inputs include monthly adjustment factors (MAF), hourly distribution factors (HDF), vehicle class distributions (VCD), axle groups per vehicle (AGPV), and axle load distributions for different axle configurations. During the last seven years, new traffic data were collected, which reflect the recent economic growth, additional, and downgraded WIM sites. Hence it was appropriate to re-evaluate the current traffic inputs and incorporate any changes. Weight and classification data were obtained from 41 Weigh-in-Motion (WIM) sites located throughout the State of Michigan to develop Level 1 (site-specific) traffic inputs. Cluster analyses were conducted to group sites for the development of Level 2A inputs. Classification models such as decision trees, random forests, and Naive Bayes classifier were developed to assign a new site to these clusters; however, this proved difficult. An alternative simplified method to develop Level 2B inputs by grouping sites with similar attributes was also adopted. The optimal set of attributes for developing these Level 2B inputs were identified by using an algorithm developed in this study. The effects of the developed hierarchical traffic inputs on the predicted performance of rigid and flexible pavements were investigated using the Pavement-ME. Based on the statistical and practical significance of the life differences, appropriate levels were established for each traffic input. The methodology for developing traffic inputs is intuitive and practical for future updates. Also, there is a need to identify the change in traffic patterns to update the traffic inputs so that the pavement sections would not be overdesigned or under-designed. Models were developed where the short-term counts from the PTR sites can be used as inputs to check if the new traffic patterns cause any substantial differences in design life predictions.

Phase I involves a review of the current PMIS and recommendations for modifying and improving analytical processes in the system. Phase II involves developing pavement performance models for the system. Finally, Phase III involves developing improved decision trees for the system's needs estimate process. The first project task involved developing a synthesis on how states define and measure pavement scores: that synthesis was published in February 2009. The other Phase I tasks for this project are currently ongoing; the results of all remaining tasks will be documented in the final report for this project.
