Book excerpt: In 1997, New York City adopted a mammoth watershed agreement to protect its drinking water and avoid filtration of its large upstate surface water supply. Shortly thereafter, the NRC began an analysis of the agreement's scientific validity. The resulting book finds New York City's watershed agreement to be a good template for proactive watershed management that, if properly implemented, will maintain high water quality. However, it cautions that the agreement is not a guarantee of permanent filtration avoidance because of changing regulations, uncertainties regarding pollution sources, advances in treatment technologies, and natural variations in watershed conditions. The book recommends that New York City place its highest priority on pathogenic microorganisms in the watershed and direct its resources toward improving methods for detecting pathogens, understanding pathogen transport and fate, and demonstrating that best management practices will remove pathogens. Other recommendations, which are broadly applicable to surface water supplies across the country, target buffer zones, stormwater management, water quality monitoring, and effluent trading.

Book excerpt: Nitrogen (N) pollution of groundwater bodies is often a result of high livestock densities combined with use of mineral N fertilisers in Northwest Germany, specifically in combination with sandy soils and high amounts of precipitation. Organic agriculture is discussed as an alternative management practice reducing nitrogen losses due to area-based livestock densities and waiving of mineral N fertilisers. A field trial with integrated ceramic suction cups over three years showed potential for reduced N loads under conventional management specifically with organic fertilisation. Now, the field trial is under transition into organic farming with promising additional benefits for drinking water quality and the great potential to develop optimised N management strategies.

Book excerpt: Pursuant to a congressional request, GAO reviewed small community water systems' compliance with drinking water regulations, focusing on: (1) cost-effective and alternative management approaches for improving small water systems' regulation compliance; (2) the barriers that prevent the effective use of these alternative approaches; and (3) the Environmental Protection Agency's (EPA) efforts to remove any barriers and promote alternative approaches at the national level. GAO found that: (1) state efforts to improve small community water systems' compliance with safe drinking water standards include developing technology- and management-based alternative strategies, determining whether alternatives are cost-effective, testing ways to provide technical and financial assistance to small systems, and exploring small system restructuring options; (2) barriers that prevent states from using alternative strategies include the high cost and complexity of some treatment technologies and the lack of cost and performance data necessary to assess alternative technologies and identify nonviable water systems to ensure they comply with drinking water standards; (3) although EPA supports states' consolidation of nonviable water systems, its drinking water grant formula provides a disincentive for consolidating water systems; (4) EPA efforts to address the barriers include field testing alternative treatment technologies, improving state technical and managerial capabilities, revising state grant allocation methods, and recommending that states develop viability programs; and (5) EPA needs to revise its drinking water program priorities to emphasize the development and implementation of viability programs, work with Congress to ensure that its proposed requirement is accompanied by a realistic funding strategy, and eliminate disincentives for consolidating water systems.
