Yet minimal services are available to restore, and reintegrate this population. One of the challenges involves assessing and training parents as mentors to provide round-the-clock care for their unique needs. This curriculum serves as a guide for agencies using the Child Welfare League of America PRIDE Model of Practice curriculum and is an adaptation of the original curriculum, which primarily focuses on neglected children. The purpose of this curriculum is to provide child welfare agencies and prospective mentor parents with the tools to make an informed decision regarding their ability, willingness, and resources to support commercially sexually exploited youth. The curriculum also seeks to equip mentor parents with the skills to provide a safe and nurturing environment for these youth to develop healthy relationships, expand their social skills, increase cognition, and function as positive members of their communities.

The recommended host organization for this project is the Child Welfare League of America (CWLA) which is committed to promoting the well-being of children and families through advocacy, standard-setting, research, and publications. A foundation with extensive history of funding grant projects that support child welfare and at risk populations was identified, however actual submission and/or funding was not a requirement for the completion of this project.

The Ralph M. Parsons Foundation was selected due to its focus on social impact. The proposed program matched the foundation focus on providing services to an underserved and disadvantaged population by preparing foster parents in identifying and addressing the needs of foster children at-risk of becoming CSEC. Actual submission of this grant was not a requirement for this project.

Book excerpt: The purpose of this quantitative descriptive study was to examine social workers' level of awareness and their ability to identify, assess, and provide appropriate resources to commercially sexually exploited children within the foster care system. A sample of 103 social workers employed by Los Angeles County Department of Children and Family Services (DCFS) assigned to Service Planning Area (SPA) 1 were surveyed to examine their self-rated level of awareness in identifying, assessing, and providing appropriate resources to commercially sexually exploited children (CSEC) within the foster care system. Each year more than 300,000 children are victims of commercial sexual exploitation throughout the United States (Adams, Owens & Small, 2010). Research indicates that the majority of these child victims have contact with social workers and the child welfare system (Walker, 2013). Social workers experience challenges in identifying these child victims because these victims present with similar behaviors to non-victims (Pano, 2015). This lack of awareness and difficulty in identifying child victims of commercial sexual exploitation by social workers increases their continued risk of victimization (Blue Campaign, 2014). Our findings indicate that although a majority of Los Angeles County DCFS social workers in SPA 1 have a good understanding of CSEC, they also expressed a need for further in depth CSEC training focusing on interviewing, working with and providing appropriate resources to CSEC within foster care.

As described by Jessor (1982; 1991), a child's social environment and subsequent behaviors are highly interrelated. The findings on risk factors and behaviors among the foster care population show just how vulnerable they are to negative outcomes, such as becoming commercially sexually exploited minors (CSEM). The purpose of this research was to study youth in the foster care population and examine risk factors and behaviors that make some foster care children more vulnerable to becoming commercially sexually exploited through prostitution. A chart review was conducted on archival data of 603 age-matched female youth who entered into a community mental health clinic for assessment from 2005 to 2008. Analysis shows CSEM were more than three times more likely to have run away or been truant from school than non-CSEM. Five times more CSEM reported drug problem behavior as compared to non-CSEM, with drug use reported by 72 % of CSEM and 29% of non-CS EM. Statistically significant differences were not found in reported risk factors of physical or sexual abuse between CSEM and non-CSEM. Correlations among risk factors and behaviors were examined, with significant positive correlations found among all risk behaviors examined including running away, truancy, drug use, and drug problems. Demographic statistics among CSEM and non-CSEM were also reported. Limitations and suggestions for future research are discussed along with the findings. The findings of this dissertation can help to illuminate some of the risk factors and behaviors placing foster care youth at greater risk for exploitation.

Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States examines commercial sexual exploitation and sex trafficking of U.S. citizens and lawful permanent residents of the United States under age 18. According to this report, efforts to prevent, identify, and respond to these crimes require better collaborative approaches that build upon the capabilities of people and entities from a range of sectors. In addition, such efforts need to confront demand and the individuals who commit and benefit from these crimes. The report recommends increased awareness and understanding, strengthening of the law's response, strengthening of research to advance understanding and to support the development of prevention and intervention strategies, support for multi-sector and interagency collaboration, and creation of a digital information-sharing platform. A nation that is unaware of these problems or disengaged from solutions unwittingly contributes to the ongoing abuse of minors. If acted upon in a coordinated and comprehensive manner, the recommendations of Confronting Commercial Sexual Exploitation and Sex Trafficking of Minors in the United States can help advance and strengthen the nation's emerging efforts to prevent, identify, and respond to commercial sexual exploitation and sex trafficking of minors in the United States.
