With continuously increasing opium production in Afghanistan and an increasing share of that production transited northward through Central Asia, the impact of the drug trade on the region is only worsening. The implications of the drug trade are multi-faceted: through addiction, epidemics, and related crime, it affects public health and societal security. Through its profit margin and sheer financial weight, it affects the economies of the region. By exacerbating and deepening political corruption and due to ensuing damage to the national and international legitimacy of governments, it affects political stability. Finally, through its role in the financing of terrorism and insurgency, it affects national security in the most basic, military sense of the term. Presently, illicit drugs therefore pose a clear and present danger to the security of states, societies and individuals in this region.

Book excerpt: This paper analyses to what extent the development of cooperation between Russia and the European Union (EU) to respond to the common threat of increasing drug trafficking in Central Asia is desirable and feasible. First, it considers the growing overlap between Russian and EU security interests in Central Asia and provides an understanding of the two sides' mutual perceptions in this strategic region. Even though the current mind-set is one of general mistrust, for instance in fields such as energy or human rights, both actors now recognise the imperative of regional and international cooperation to tackle terrorist threats and increasing drug flows. Second, the relevance of a joint Russia-EU involvement is analysed by considering the evolving trends in drug trafficking since the US-led coalition intervened in Afghanistan. The paper demonstrates the shortcomings and inadequacy of the current counter-narcotics policies as well as their responsibility in hampering regional cooperation and international efforts. Third, the respective Russian and EU anti-drug strategies and instruments are analysed in order to better assess the possibilities of developing synergies on the ground instead of maintaining competing and detrimental standalone visions. Although the feasibility of setting up a pragmatic and de-politicised cooperation between the EU and Russia is challenging in many regards, this paper shows that it is highly desirable as it would contribute to diminish strong risks of instability in the region and would address the security concerns of both actors. On the basis of the findings, policy recommendations are formulated for the EU.

Book excerpt: In the years after the collapse of the Soviet Union and its zone of influence, few insurgent groups had the resources necessary to confront regular armies. At the same time, state-sponsored financial support for insurgencies dramatically decreased. The pressing need to raise funds for war and the weakness of law enforcement in conflict zones create fertile conditions for organized crime; indeed, there is a mounting body of evidence correlating armed conflict and illicit economy, though the nature of this link and its impact on regional politics has not been well understood. Conflict, Crime, and the State in Postcommunist Eurasia explores the relationship between ideologically motivated insurgents, profit-motivated crime, and state institutions in eight conflict zones. Through detailed case studies, the contributors demonstrate how the operations and incentives of insurgents may emerge and shift over time: for some armed groups, crime can become an end in itself beyond a financial means, but not all armed groups equally adapt to illicit commerce. They also show how the criminalization of state institutions is a lingering concerns even after armed conflicts end. Conflict, Crime, and the State in Postcommunist Eurasia places the case studies along a continuum of political and criminal behavior, examining the factors that motivate insurgents to seek out criminal alliance, how this connection affects the dynamics of conflict, and what risks remain during postconflict transition. These findings will provide a better understanding of the types of challenges likely to confront peacekeeping and statebuilding endeavors in other parts of the world. In Tajikistan's Difficult Development Path, Martha Brill Olcott traces the political, economic, and social change following the country's independence and international efforts to avert state collapse. The Tajik government's commitment to reform has been inconsistent, and substantial foreign assistance provided since the end of the country's civil war has not led to the desired economic and political development. Olcott concludes that the Tajik leadership faces a serious dilemma: fully embrace reform or continue moving toward state failure. Tajikistan's decision will have very real implications for this troubled region.
