An array of policies and programs could potentially be considered climate smart, but for the purposes of this paper, we define climate-smart agriculture as an approach that strives to meet the following criteria: (1) increase agricultural productivity in a sustainable manner, (2) improve the resilience of agricultural production and food systems to environmental change, or (3) reduce net greenhouse gas emissions associated with the agriculture and forestry sectors. This definition encompasses, but goes beyond, the traditional agricultural development policy concerns of increasing incomes and reducing rural poverty, thus increasing the complexity of the policy agenda and modeling that supports policy-making. The goal of the paper is to provide policymakers and program designers with an overview of the primary types of economic models that could be used to inform policy design and implementation. The most specific audience for the paper is international development practitioners who design projects, pilots, and other efforts to advance climate-smart agriculture, and who may wish to inject modeling sensibilities and approaches into such efforts. The readership of the paper is assumed to be subject matter specialists and generalists who are not economists but may need to consume the results of economic modeling. We describe alternative economic modeling approaches relevant for analyses of climate-smart agriculture approaches and provide general principles for selecting an approach for a specific application.

Feeding nine billion people by 2050 will require major efforts aimed at climate change adaptation and mitigation. One approach to agriculture has recently been captured by the widely adopted term of "Climate Smart Agriculture" (CSA). This book not only explains what this entails, but also presents practical on-the-ground studies of practices and innovations in agriculture across a broader spectrum, including agroecology and conservation agriculture, in less developed countries. It is shown that CSA is not a completely new science and a number of its recommended technologies have been used for some time by local farmers all over the world. What is relevant and new is ‘the approach’ to exploit their adaptation and mitigation potential. Book excerpt: This study was undertaken to assess farmers preferences and willingness to pay (WTP) for various climate-smart interventions in the Indo-Gangetic Plain. The research outputs will be helpful in integrating farmers choices with government programs in the selected regions. The Indo-Gangetic Plain (IGP) was selected because it is highly vulnerable to climate change, which may adversely affect the sustainability of the rice-wheat production system and the food security of the region. Climate-smart agriculture (CSA) can mitigate the negative impacts of climate change and improve the efficiency of the rice-wheat-based production system. CSA requires a complete package of practices to achieve the desired objectives, but adoption is largely dependent on farmers preferences and their capacity and WTP. To assess farmers choices and their WTP for the potential climate-smart technologies and other interventions, we used scoring and bidding protocols implemented through focus group meetings in two distinct regions of Eastern and Western IGP. We find that laser land leveling (LLL), crop insurance, and weather advisory services were the preferred interventions in Eastern IGP. Farmers preferred LLL, direct seeding, zero tillage, irrigation scheduling, and crop insurance in Western IGP. Through the bidding approach, farmers implicitly express their WTP for new technologies that could transform current agricultural practices into relatively low-carbon and more productive farming methods. But actual large-scale adoption of the preferred climate-smart technologies and other interventions would require access to funding as well as capacity building among technology promoters and users.

Book excerpt: Public support mechanisms for agriculture in many cases hinder the transformation towards healthier, more sustainable, equitable, and efficient food systems, thus actively steering us away from meeting the Sustainable Development Goals and targets of the Paris Agreement. This report sets out the compelling case for repurposing harmful agricultural producer support to reverse this situation, by optimizing the use of scarce public resources, strengthening economic recovery from the COVID-19 pandemic, and ultimately driving a food systems transformation that can support global sustainable development commitments. The report provides policymakers with an updated estimate of past and current agricultural producer support for 88 countries, projected up until 2030. The trends emerging from the analysis are a clear call for action at country, regional and global levels to phase out the most distortive, environmentally and socially harmful support, such as price incentives and coupled subsidies, and redirecting it towards investments in public goods and services for agriculture, such as research and development and infrastructure, as well as decoupled fiscal subsidies. Overall, the analysis highlights that, while removing and/or reducing harmful agricultural support is necessary, repurposing initiatives that include measures to minimize policy trade-offs will be needed to ensure a beneficial outcome overall. The report confirms that, while a few countries have started repurposing and reforming agricultural support, broader, deeper, and faster reforms are needed for food systems transformation. Thus, it provides guidance (in six steps) on how governments can repurpose agricultural producer support – and the reforms this will take.

Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt. There is also a perceived need to showcase successful examples of how to duly address and manage the many social, economic and political problems posed by climate change around the world, in order to replicate and even upscale the successful ones. It is against this background that the Handbook of Climate Change Management has been produced. It contains papers prepared by scholars, social movements, practitioners and members of governmental agencies, undertaking research and/or executing climate change projects, and working with communities across all geographical regions. The Handbook focuses on "Research, Leadership, Transformation," meaning that it serves the purpose of showcasing the role these key areas play in respect of applied research, field projects and best practices to foster climate change adaptation worldwide.
