For each country, the change in the international price of up to 45 individual commodities is weighted using commodity-level trade data. The database includes a commodity terms-of-trade index|which proxies the windfall gains and losses of income associated with changes in world prices|as well as additional country-specific series, including commodity export and import price indices. We provide indices that are constructed using, alternatively, fixed weights (based on average trade flows over several decades) and time-varying weights (which can account for time variation in the mix of commodities traded and the overall importance of commodities in economic activity). The paper also discusses the dynamics of commodity terms of trade across country groups and their influence on key macroeconomic aggregates.

In this sense, regional co-operation is to be regarded as a facet of the participating countries' overall development strategy. Unlike other studies in this field, dealing with integration among developing countries and focussing attention on the planning of such integra tion (see, e.g., Mennes 1972), the present study concentrates on the effect of integration and co-ordination policies on the structure of intra-and extra-regional trade. Very often large differences exist among developing countries with respect to various aspects of economic development, e.g., the structure of demand, the structure of capital formation and the growth rates of individual sectors. Such divergencies call for the utilization of a multi-country, multi-sector model that will enable a better co-ordination of production and investment policies. Atten tion should thereby be given to the pattern of intra-regional specialization that will result from such a co-ordinated policy.

What kind of change is required in local communities to conserve biocultural diversity? On the issue of commodity flow, research results of the supply-chain network, isolation in industry, and resource flows and stocks are presented in this book. For monetary flow, ownership networks, value-added networks, and profit shifting were studied; and regarding the flow of people, linkage of ethnic groups, immigrant assimilation, and refugees were examined. Based on the resulting view of globalization and isolation, the development of the isolation index using machine learning is discussed. Finally, recommendations for evidence-based policymaking in the United Nations are considered.

The sector disaggregation in the database follows the International Standard Industrial Classification (ISIC), with data provided at the three-digit level (28 industries) for all 67 countries and at the four-digit level (81 industries) for 24 of these countries. The production data are from the United Nations Industrial Development Organization's Industrial Statistics Database at the three- and four-digit level of ISIC. They include value added, total output, average wages, capital formation, number of employees, number of female employees, and number of firms.The trade data are from the United Nations Statistics Division's Commodity Trade (Comtrade) database (through the World Bank's World Integrated Trade Solution, or WITS, software) and include imports and exports. Data on mirror exports (reported by trading partners) were obtained using WITS. The trade data are aggregated by region and income group, as defined by the World Bank. A separate data set provides bilateral trade flows (by partner) at the industry level. The data on average tariffs (most favored nation) are from the Trains database maintained by the United Nations Conference on Trade and Development and from the World Trade Organization's Trade Policy Reviews and Integrated Database.The database also provides an input-output table for each country using data from version 4 of the Global Trade Analysis Project (GTAP) database. The database is available on request on CD-ROM in a series of ASCII files and Microsoft Excel worksheets. Maritime transport is the preferred mode for this clandestine trade not least because the high seas are the most difficult areas of our planet to monitor or regulate. No state effectively controls the vastness of this territory; despite advances in the application of satellite and ship monitoring technologies and enhanced information sharing in certain areas, much remains unknown. This SIPRI Policy Paper aims to fill a crucial knowledge gap by, for the first time in a public document, providing an analysis of the ships involved in the transport of some of the most destabilizing commodities: narcotics, arms and dual-use goods essential to the development of weapons of mass destruction. It also identifies 'choke points' and weaknesses in trafficking techniques, which, if the political will and requisite resources exist, can be exploited to better prevent destabilizing maritime transfers. The study further recommends actions that could be implemented at relatively low cost, using existing mechanisms, but that could have major and lasting benefits for global economic and human security. Through this study, the authors offer a much-needed focus on and practical solutions to one of the most important global security challenges for policymakers, civil society and industry in the 21st century.

This shift enabled an unprecedented economic convergence: poor countries grew rapidly and began to catch up with richer countries. Since the 2008 global financial crisis, however, the growth of trade has been sluggish and the expansion of GVCs has stalled. Meanwhile, serious threats have emerged to the model of trade-led growth. New technologies could draw production closer to the consumer and reduce the demand for labor. And trade conflicts among large countries could lead to a retrenchment or a segmentation of GVCs. World Development Report 2020: Trading for Development in the Age of Global Value Chains examines whether there is still a path to development through GVCs and trade. It concludes that technological change is, at this stage, more a boon than a curse. GVCs can continue to boost growth, create better jobs, and reduce poverty provided that developing countries implement deeper reforms to promote GVC participation; industrial countries pursue open, predictable policies; and all countries revive multilateral cooperation.

In the European Union their export is controlled and governed by an EC regulation since the year 2000. Its implementation, in terms of legislation, export authorisations and customs controls, remains the responsibility of each of the 27 Member States. For reasons linked to the non-proliferation of weapons of mass destruction, competition in trade and free market rules, it is 'desirable to achieve a uniform and consistent application of controls throughout the EU in order to promote EU and international security and to provide a level playing field for EU exporters' - as stated in the regulation. How far is the goal? Hard to say since no official data about the trade of dual-use items are shared among Member States, nor with the European Commission, Directorate General Trade, in charge of the dual-use regulation. This report presents sources of generic, statistical trade data and a methodology to create an approximate picture of extra-EU trade flows of dual-use items. The data stem from goods' declarations made by exporters to customs authorities as part of the normal export process for any commodity. The data are collected at national level, aggregated by categories of goods, and made public in web data services on trade. The data are referred to a commodity classification system, the Combined Nomenclature (CN), in use for customs controls in the EU. However the CN is only indirectly related to dual-use items. Correspondence tables exist that map dual-use items to CN descriptors, but they introduce approximations in the description of the items traded. For this reason the CN trade data provide, in the general case, upper bounds to the real trade volume of dual-use items. Notwithstanding this limitation, the CN trade data may prove useful for some assessments needed for export controls. One example is presented in this report. It concerns the estimation of extra-EU trade flows for dual-use chemicals under consideration for inclusion in a Union General Export Authorisation (EU GEA). EU GEAs define a framework valid in all EU Members States whereby the export of selected categories of dual-use items to specific destination countries with a low risk of diversion is automatically authorised. An analysis of the volume of exports based on CN trade data allows estimating the impact expected on EU exporters by including given dual-use chemicals in an EU GEA. To facilitate the estimation of extra-EU trade flows, it is proposed to develop a dedicated Information Technology tool merging lists of export-controlled items with correspondence tables of CN items' descriptors and export data. Such a tool can become a design and evaluation instrument to assess the economic impact of alternative policy options to regulate the European dual-use trade.
