Book excerpt: Introduced in 1998 by the Department of Defense, the concept of information operations (IO) proposed to revolutionize the ways in which warfare, diplomacy, and business were conducted. However, this transformation has not come to fruition. Two large gaps remain: between policy and theory, and between the funding needs of IO initiatives and the actual funds the federal bureaucracy is willing to provide to support these operations. These two discrepancies are central to the overall discussions of Information Operations Matters. Leigh Armistead explains why these gaps exist and suggests ways to close them. Also in discussing best practices in IO, he clarifies how the key agencies of the U.S. government can use the inherent power of information to better conduct future strategic communication campaigns. Information Operations Matters presents a more pragmatic approach to IO, recommending that IO policy be made surrounding usable concepts, definitions, theories, and capabilities that are attainable with the resources available. To meet the threats of the future as well as those facing us today, Armistead argues, it is necessary to use this new area of operations to the greatest extent possible.

Information operations (IO) are described as the integrated employment of electronic warfare (EW), computer network operations (CNO), psychological operations (PSYOP), military deception (MILDEC), and operations security (OPSEC), in concert with specified supporting and related capabilities, to influence, disrupt, corrupt, or usurp adversarial human and automated decision making while protecting our own. The purpose of this doctrine is to provide joint force commanders (JFCs) and their staffs guidance to help prepare, plan, execute, and assess IO in support of joint operations. The principal goal is to achieve and maintain information superiority for the US and its allies. The information environment is the aggregate of individuals, organizations, and systems that collect, process, disseminate, or act on information. The information environment is made up of three interrelated dimensions: physical, informational, and cognitive.

Increased use of stealth technology is proposed by many to be the major element in efforts to enhance survivability for future systems. Others, however, suggest that the high cost and maintenance required of stealth technology make increased speed potentially more productive. To help address this issue, the Air Force asked the NRC to investigate combinations of speed and stealth that would provide U.S. aircraft with a high survival capability in the 2018 period, and to identify changes in R&D plans to enable such aircraft. This report presents a review of stealth technology development; a discussion of possible future missions and threats; an analysis of the technical feasibility for achieving various levels of stealth and different speeds by 2018 and of relevant near-term R&D needs and priorities; and observations about the utility of speed and stealth trade-offs against evolving threats.

Book excerpt: This paper will examine one of the most critical aspects of transforming information age concepts and technologies how do we think about the problem of Joint command and control. Our research has shown that warfighters operating in a Global Information Grid (GIG) and FORCEnet-enabled environment must be able to compose the command and control elements at their disposal to ensure superior decision-making to enable the Joint Force Commander to achieve the Joint Vision 2020 goal of Full Spectrum Dominance. The key word in this construct it composeable and our thesis is that commanders must have the ability to compose a command and control architecture that meets their warfighting requirements from a broad array of multi-tiered networked sensors, dynamic bandwidth capabilities and tailorable visualization. This paper will show that in the naval context, this requires that we engineer FORCEnet, from the keel up, not as a set-piece bundle of fixed capabilities, but as a fungible toolbox of capabilities that the commander selects based on the operational mission he must accomplish as well as a set of capabilities that fits seamlessly into the GIG. Composeable FORCEnet enables warfighters to make the superior decisions necessary to win in battle. We will describe how Composeable FORCEnet unlocks the power of the GIG to fundamentally alter the way in which military decision makers view, manage and understand the information environment in a Joint and combined warfighting context. We will show how Composeable FORCEnet supports shared situational awareness across strategic, operational and tactical levels to enable superior decision-making.
