Book excerpt: Federal and state transportation planning and policy has begun to focus on highway performance measurement, balancing goals, performance measures and measurement. The push toward performance measurement first focused on passenger vehicles, largely ignoring the measurement of freight-related (truck) performance. The period since 2000 has seen a handful of DOTs examining broad indicators of efficient freight movement, but as of yet, there was no definitive work in the area until a 2003 FHWA funded project began to look into various freight tracking technologies to develop freight performance measures (FPMs), finally selecting a GPS technology widely adopted by U.S motor carriers. At the time of this study report, the FHWA study worked on data manipulation and graphical representation of highway speeds, but has yet to use the data for alternative performance measures or examine the possibility of using the truck respondents as probe vehicles for real-time ITS applications. The purpose of this report is to develop a set of universal FPMs, as well as looking into various applications, both real-time and long-term planning, for the truck GPS data collected as part of the FHWA study.

It discusses innovative short- and long-term solutions for meeting current and future mobility needs for the world’s most dynamic cities by addressing the influence of urban land use on mobility, 3D spiderweb transportation planning, travel demand management, multimodal transportation with flexible capacity, efficient capacity utilization driven by new technologies, innovative transportation funding and financing, and performance-based budget allocation using asset management principles. It discusses emerging issues, highlights potential challenges affecting proposed solutions, and provides policymakers, planners, and transportation professionals a road map to achieving sustainable mobility in the 21st century. Zongzhi Li is a professor and the director of the Sustainable Transportation and Infrastructure Research (STAIR) Center at Illinois Institute of Technology (IIT). Adrian T. Moore is vice president of policy at Reason Foundation in Washington, D.C., with focuses on privatization, transportation and urban growth, and more. Samuel R. Staley is the director of the DeVoe L. Moore Center in the College of Social Sciences and Public Policy at Florida State University.

Two National Research Council (NRC) studies recommended, as a matter of high priority, that the Bureau of Transportation Statistics (BTS) in the U.S. Department of Transportation (USDOT) develop a consistent, easily understood, and useful set of key indicators of the transportation system. The NRC's Committee on National Statistics and its Transportation Research Board, which conducted these studies, convened a workshop on June 13, 2000. The purpose of the Workshop on Transportation Indicators was to discuss issues relating to transportation indicators and provide the Bureau of Transportation Statistics with new ideas for issues to address.

Available in PDF, EPUB and Kindle. Book excerpt: This dissertation investigates the usefulness of freight performance measurement (FPM) in urban policy. Currently, decision-makers determine policies with robust data on people movement but limited data for freight, especially for freight mobility as this data involves proprietary private sector risks. However, freight mobility data is critical for urban policy. This dissertation poses two questions: Do performance measures influence urban policy? Are they worthwhile? These questions are explored using a retrospective, current and future assessment of FPM use and benefit. The use of elite interviews and a follow-up focus group helps to provide subjective accounts while regression analysis helps provide an objective lens. The results show that FPM is perceived as useful and influential in urban policy, but in limited ways primarily due to its availability. Newer freight mobility data is a statistically significant predictor of funding decisions and appears worthwhile as a policy tool.

Book excerpt: This synthesis describes the process by which state departments of transportation and Metropolitan Planning Organizations (MPOs) integrate freight planning into the surface transportation planning process. It will be of interest to state and MPO planners, port planners; traffic engineers; and to the trucking, rail, and shipping interests in both the public and private sectors. This report of the Transportation Research Board discusses the requirements for freight planning resulting from the Intermodal Surface Transportation Efficiency Act (ISTEA) with particular emphasis on the development of an intermodal management system (IMS). In addition, that act narrowed the application of the congestion management system (CMS), which is also discussed in the synthesis. Since enactment of that legislation, another act, the National Highway System Designation Act of 1995 was passed and makes the IMS optional rather than mandatory. This has not changed the philosophy or the intent of these planning applications, but it has changed the implementation aspects. Many agencies, however, are continuing with the IMS and CMS planning process. This report describes the methods used by selected agencies for forecasting freight flows, data collection practices, and the techniques for integrating freight planning into the established surface transportation planning processes at the state and regional levels.
