Book excerpt: The National Institute of Justice (NIJ) develops performance standards for the unique equipment used by law enforcement and corrections agencies for testing and certification of equipment to ensure it is safe and effective. NIJ published the first performance standard for ballistic-resistant police body armor in 1972 and established body armor conformance testing in the late 1970s. The NIJ Compliance Testing Program ensures that body armor purchased and used by law enforcement in the United States meets minimum performance requirements as demonstrated through standardized ballistic testing to the current NIJ Standard 0101.06, Ballistic Resistance of Body Armor , published in 2008. NIJ is presently working on its seventh revision to its performance standard for ballistic-resistant body armor, NIJ Standard 0101.07, anticipated to be published in 2019. The updated standard will include improved test methods for female body armor and updated protection levels for rifle threats. NIJ and the U.S. Army have been cooperating to harmonize laboratory test procedures and practices in ASTM Subcommittee E54.04 Personal Protective Equipment (PPE). Unlike the current and previous versions of the NIJ standard, which have been comprehensive, standalone documents, revision 0101.07 will incorporate by reference a suite of standardized test methods and practices developed in ASTM E54.04. Incorporation of relevant ASTM standards by reference into NIJ standards and U.S. Army requirements and testing documents, for example, affords the opportunity to harmonize laboratory test procedures and practices for both law enforcement and military ballistic-resistant armor and other ballistic-resistant equipment while providing those end-user communities with ultimate control over product specifications, such as the specific threats against which their equipment must protect.

Book excerpt: A statistics based ballistic test method is presented for use when comparing multiple groups of test articles of unknown relative ballistic perforation resistance. The method is intended to be more efficient than many traditional methods for research and development testing. To establish the validity of the method, it is employed in this study to compare test groups of known relative ballistic performance. Multiple groups of test articles were perforated using consistent projectiles and impact conditions. Test groups were made of rolled homogeneous armor (RHA) plates and differed in thickness. After perforation, each residual projectile was captured behind the target and its mass was measured. The residual masses measured for each test group were analyzed to provide ballistic performance rankings with associated confidence levels. When compared to traditional V50 methods, the residual mass (RM) method was found to require fewer test events and be more tolerant of variations in impact conditions.

A reference notebook titled "Fabrics In Construction" is due for release to Region 6 Forests in June 1977. This notebook contains a description of current practices and the state-of-the-art in the use of fabrics in road construction and maintenance. The notebook defines terminology and lists the key factors involved in each usage, and relates the fabric physical and chemical properties to the intended usage. The notebook also contains appropriate technical literature, manufacturers' literature and cost data on the known available fabrics. This report highlights the contents of the reference book and discusses the current knowledge for the use of fabrics in low-volume road construction and maintenance. Present and projected uses of the fabric and the most significant physical properties related to these uses are discussed. Probable future uses and the areas of greatest need for technical knowledge and experience are outlined. The process for moving a fabric or fabric use from the conception and trial use state into full use with standard specifications and design criteria is described.

Book excerpt: By one reading, things look pretty good for Americans today: the country is richer than ever before and the unemployment rate is down by half since the Great Recession—lower today, in fact, than for most of the postwar era. But a closer look shows that something is going seriously wrong. This is the collapse of work—most especially among America’s men. Nicholas Eberstadt, a political economist who holds the Henry Wendt Chair in Political Economy at the American Enterprise Institute, shows that while “unemployment” has gone down, America’s work rate is also lower today than a generation ago—and that the work rate for US men has been spiraling downward for half a century. Astonishingly, the work rate for American males aged twenty-five to fifty-four—or “men of prime working age”—was actually slightly lower in 2015 than it had been in 1940: before the War, and at the tail end of the Great Depression. Today, nearly one in six prime working age men has no paid work at all—and nearly one in eight is out of the labor force entirely, neither working nor even looking for work. This new normal of “men without work,” argues Eberstadt, is “America’s invisible crisis.” So who are these men? How did they get there? What are they doing with their time? And what are the implications of this exit from work for American society?
