Book excerpt: The purpose of the project is to investigate how the Applegate community, a rural community located in the Applegate River Watershed of Southwest Oregon, might develop a community indicator project (CIP). The Applegate community and the federal agencies, which manage seventy percent of the land in the watershed, have expressed interest in developing social, ecological, and economic indicators that can help them track important issues and progress toward visions for the local community, ecosystem, and economy. This thesis provides background information on indicators and community indicator projects, and explores a process that the Applegate watershed, and other communities that share its characteristics, can use to create a CIP. It investigates the principles of community health, total community wealth, quality of life, and sustainability that are used to develop a CIP. The thesis then provides an example indicator project comprised of issues and indicators identified in the literature about the Applegate community. The primary literature sources include weekly Applegate Partnership meeting minutes, agency descriptions of watershed conditions, and researchers' reports of community perceptions and concerns.

Book excerpt: In the last two decades, people in a growing number of localities in the United States have developed grassroots ecosystem management (GREM) as a means to resolve policy problems affecting their environment, economy, and communities. Ad hoc and voluntary groups of environmentalists, developers, businesspeople, federal and state resource managers, farmers, loggers, local citizens, and those representing recreation interests use deliberation and consensus to enhance public policy performance. Instead of focusing on specific issues such as air pollution, GREM emphasizes the integrated management of entire watersheds and ecosystems. But what happens to democratic accountability in these collaborative efforts? Despite concerns that they might result in special interest government, the acceleration of environmental degradation, and an end-run around national environmental protection laws, this book suggests otherwise. Bringing Society Back In establishes a theoretical framework for exploring issues of policy performance and democratic accountability raised by GREM. Through three case studies—the Applegate Partnership in Oregon, the Henry's Fork Watershed Council in Idaho, and the Willapa Alliance in Washington state—it explores the mechanisms used to determine how accountability works. The book finds that by combining traditional and formal governance structures with informal institutions, GREM can be accountable to individuals, communities, surrounding regions, and the nation. The book also identifies conditions under which GREM is most likely to achieve democratic accountability. In addition, it investigates the connection between accountability and policy performance. The evidence suggests that GREM can produce environmental policy outcomes that are supportive not only of the environment and economy, but also of environmental sustainability.

We then turn our attention to sourcing, analyzing, and interpreting data (chapter 4, 5 and 6) and including quick guide to data literacy (chapter 6). We then examine the theory and practice behind successful reporting (chapter 7). And finally, we look at the holy grail of community indicators efforts: how to move from data to action (chapter 8).The second part focuses on the network. Community indicators project do not operate, nor can they succeed, in a vacuum. This section looks at the importance of building solid network, starting with strong partnerships and on-going collaboration as well as effective leadership (chapter 9). Good communications (chapter 10) are essential to any successful initiative and overlap with the development of purposeful community engagement (chapter 11). Finally, we offer some practical tools for community engagement (chapter 12). More than ever, in these times of distrust of science and of institutions, we need to convene, unite, and ultimately ignite an interest in knowledge and a desire for change. We need practitioners who understand all the facets of this endeavor and can effectively sustain the effort. We hope that with this volume, more and more communities will equip themselves with information and be empowered to drive change and lead their communities toward a positive future.
