Book excerpt: In the 2001 Doha Development Round ministerial declaration, countries committed themselves "to the objective of duty-free, quota-free market access for products originating from LDCs." In this light, this paper investigates the current tariff barriers put in place and preferences granted by the Triad countries regarding products from LDCs. It first investigates preferences in policy - the simple average tariffs faced by LDCs - and then looks at barriers in practice, analyzing the extent to which LDCs have been able to take advantage of the variety of preferences granted. It also explores the LDC tariff barriers against goods from other countries. It finds that Triad tariff barriers against LDC products have fallen dramatically and are especially low in the EU. However, barriers remain against certain products in which LDCs specialize, so that U.S. import-weighted tariffs for LDC goods are actually higher than U.S. import-weighted tariffs for goods of countries subject to MFN tariffs. Furthermore, the LDCs themselves tend to favor goods from the advanced industrial countries. These results indicate that there is still much room for tariff reductions for LDC goods, especially in the United States, and that such reductions must take account of LDC production capabilities.

Some of these advocate free multilateral trade as a means to generate greater welfare for all participants whereas others see trade barriers as a necessity. The historical and theoretical overview will lead to the description of today’s status quo in international trade relations. Building upon the illustration of the triad’s role in contemporary international business the study will turn towards the discussion of the implications of trade barriers in the triad communities and examine if their reduction would be beneficial or unfavourable. Thereto trade barriers in the three economic blocs of the triad and their rationale will be presented first. The study will then proceed by highlighting the effects of these trade barriers on developing countries, on the applying countries themselves and on other members of the triad. In doing so the study will contrast the trade barriers’ potential benefits with the costs they might inhere. Finally the study will discuss environmental as well as ethical aspects of the trade barriers. Evaluating and concluding on the trade barriers’ implications the study will emphasise the overweighing benefits of a drastic reduction of trade barriers in the triad nations and evaluate the likeliness of such a trade liberalisation.

Anderson argues that phasing out distortionary government subsidies and barriers to international trade will yield an extraordinarily high benefit-cost ratio. A survey is provided of recent estimates using global economywide simulation models of the benefits of doing that by way of the current Doha round of multilateral trade negotiations. Even if adjustment costs are several times as large as suggested by available estimates, the benefit-cost ratio from seizing this opportunity exceeds 20. That is much higher than the rewards from regional or bilateral trade agreements or from providing preferential access for least-developed countries' exports to high-income countries. Such reform would simultaneously contribute to alleviating several of the other key challenges reflected in the United Nation's Millennium Development Goals"--Abstract.

Book excerpt: Abstract: While barriers to trade in most goods and some services including capital flows have been reduced considerably over the past two decades, many remain. Such policies harm most the economies imposing them, but the worst of the merchandise barriers (in agriculture and textiles) are particularly harmful to the world's poorest people, as are barriers to worker migration across borders. This paper focuses on how costly those anti-poor trade policies are, and examines possible strategies to reduce remaining distortions. Two opportunities in particular are addressed: completing the Doha Development Agenda process at the World Trade Organization (WTO), and freeing up the international movement of workers. A review of the economic benefits and adjustment costs associated with these opportunities provides the foundation to undertake benefit/cost analysis required to rank this set of opportunities against those aimed at addressing the world's other key challenges as part of the Copenhagen Consensus project. The paper concludes with key caveats and suggests that taking up these opportunities could generate huge social benefit/cost ratios that are considerably higher than the direct economic ones quantified in this study, even without factoring in their contribution to alleviating several of the other challenges identified by that project, including malnutrition, disease, poor education and air pollution.

But its sustained growth calls for a free and fair Multilateral trading system. A trading system that is rule based helps in the expansion of trade. Similarly, a trading system that lowers trade barriers through negotiations and applies the principle of non-discrimination promotes trade from developing countries. Further, the trading system that allows disputes to be settled effectively and constructively has the added advantage for the developing countries. The world trading system under the WTO promises all but its working over the past years since its establishment has revealed that the pace and pattern of implementation by different member countries have not been uniform. More powerful players in the trade space have evolved many new instruments of safeguarding their national interest while the weaker players have been forced to implement their commitments. This has generated asymmetries in the pattern of effective market access in the different countries of the world economy. In the light of the above, our objective in this study is primarily to examine the role of Multilateral trading system under the WTO in promoting international trade of developing countries in general and that of India in particular. The purpose of this paper is (a) to discuss the importance of trade and trading system for developing countries in general and India in particular (b) to discuss the asymmetries exist under the WTO which effect the development process of developing countries adversely, and (c) to suggest ways and means as to how India and other developing countries can maximize the gain and minimize the losses from its membership of the world trade organization under the globalize era. Book excerpt: Available research suggests that less developed countries have significant competitive advantage over developed countries in three major areas of international trade: agriculture, textiles and clothing (T&C), and cross-border labor mobility. Incidentally, these are also the trade sectors which experienced widespread protectionist measures, especially in developed world, for decade after decade. Under the World Trade Organization (WTO), which replaced the General Agreement on Tariff and Trade (GATT) in 1995, much of the restrictions in T&C trade has been phased out, but still this sector faces much higher tariff and non-tariff barriers than any other manufacturing sector in world economy. The agricultural sector also experienced significant dismantling of deeply entrenched trade barriers under the WTO over the course of last two decades, but the sector still remains plagued with quite extensive domestic supports, export subsidies, and tariff barriers. At the same time, despite both theoretical expositions and empirical trends point to significant potential gains from cross-border labor mobility, the sector remains mired in a complex quagmire of economic and political restrictions around the world. Thus, all three sectors in which less developed countries have exports interests still remain less liberalized than the sectors in which developed countries have exports interests. This book provides an in-depth and up-to-date scholarly analysis of all three trade sectors—agriculture, T&C and cross-border labor mobility—with a penetrating scrutiny of historical backgrounds and developments, crosscurrents of interests and perspectives of both developed and developing countries, and evolving trade patterns and potentials in a more liberalized and globalized world economy.
