Book excerpt: The performance of Spanish surnames as an identifier of the Hispanic population has proven to be only adequate in the southwestern United States and considerably worse in the rest of the country. Nevertheless, the concept of Spanish surname still finds widespread usage as a proxy for Hispanic affiliation in areas such as vital statistics (from some States), census data, school administration statistics, and affirmative action programs. Recent work at the Census Bureau, which led to the research reported in this paper, indicates that the less than adequate overall performance should probably not be attributed to the concept of Spanish surname as an identifier but rather to the presence of specific names on the existing list of Spanish surnames. Although the correlation between the Spanish surname and Spanish origin identifiers can never attain unity, a substantial improvement in the relationship (from about 80 percent agreement in the Southwest and 50 percent elsewhere) can be expected with an improved list of spanish surnames.
