The report reviews progress made since 1990 for every country and region as well as for the world as a whole. The 2015 report not only estimates the progress already achieved, but also identifies remaining problems, and provides guidance on which policies should be emphasized in the future. Key factors that have determined success to date towards food security and nutrition goals are identified. The list of factors - economic growth, agricultural productivity growth, markets (including international trade) and social protection - is by no means exhaustive. The report also shows protracted crises, due to conflict or natural Disasters, has deleterious effects on progress in hunger reduction."

Book excerpt: "The author examines, taking into account the urban-rural divides, the changes and welfare implications of income diversification in Zimbabwe following macroeconomic policy changes and droughts of the early 1990s. Data from two comparable national income, consumption and expenditure surveys in 1990-91 and 1995-96, which straddled a period of economic volatility and natural disasters, show that the percentage of households earning income from private and informal sources grew considerably, while that from government and formal sources declined in the aftermath of the drought and policy changes. The author finds that, in general, rural households tend to have a more diversified portfolio of income compared with their urban counterparts, and the degree of diversification decreases with the level of urbanization. However, there are important differences in the level of diversification within the rural and urban areas depending on wealth: While the relatively better-off households have a more diversified income base in rural areas, it is the poor who pursue multiple income sources in urban areas. A decomposition of changes in welfare indicates that the total contribution of income diversification is large and increased between 1990-91 and 1995-96 in both urban and rural areas. On the other hand, there were significant declines in returns to human and physical capital assets during the same period. The findings suggest that households with a more diversified income base are better able to withstand the unfavorable impacts of the policy and weather shocks. The fact that relatively better-off households have a more diversified income base following the shocks implies that the poor are more vulnerable to economic changes unaccompanied by well-designed safety nets. It provides critical perspectives on mainstream approaches to rural/agrarian development, and analysis of agrarian change and rural transformations from a long-term perspective. This book challenges the notion that rural areas in low- and middle-income countries are dominated by self-employment. It purports that this conventional view is largely due to the application of conceptual frameworks and statistical conventions that are ill-equipped to capture labour market participation. The contributions in this book offer a variety of methodological lessons for the study of rural labour markets, focusing in particular on the use of mixed methods in micro-level field research, and more emphasis on capturing occupation multiplicity. The emphasis on context, history, and specific configurations of power relations affecting rural labour market outcomes are key and reoccurring features of this book. Book excerpt: The Regional Economic Communities (RECs) in Eastern and Southern Africa have been at the forefront to developing new energy policies and programmes aimed at reaching the UN goal of Ensuring Access to Clean Energy for All by 2030. In the year 2006, the East African Community passed the EAC Strategy to Scale Up Access to Modern Energy Services, committing its Member States to reach the UN goal of "access to all" by 2030. The Inter-governmental Authority for Development adopted its Environmental and Natural Resources Policy in 2007 which includes issues of renewable energy. The Common Market for Eastern and Southern Africa launched its Model Energy Programme in 2012, followed the same year by its comprehensive baselines database on renewable resources covering all its Member States. In the year 2009, the African Union General Assembly at its 12th Ordinary Session adopted the Policy on "Scaling Up Renewable Energy in Africa". The regional policies have been domesticated by Member Sates of the RECs. Although their targets are very ambitious, implementation programmes launched at national level are robust and producing results. Both in the policies and implementation programmes, gender issues have, however, not featured prominently. Noting this deficit, the Organisation for Social Science Research in Eastern and Southern Africa called for researchers to assess the extent to which energy policies in Eastern and Southern Africa have taken gender issues on board. This book is the product of that project. It has ten chapters that investigated the gender-energy nexus in Zimbabwe, Ethiopia, Tanzania, Swaziland, Sudan and Kenya. The book will prove useful to all policy makers, researchers and analysts who may be interested in strengthening the gender content of the programmes as we move towards 2030. We believe it triggers and helps policy makers and researchers to create platforms to use its findings, and those of others, to see how in gender terms those at the bottom of the energy access pyramid can be factored into these programmes, to make sure they are not left behind.
