Book excerpt: The critical role personal savings play in the development of any economy can not be underestimated. Unfortunately personal savings which forms the fundamentals of national savings has been particularly low in Ghana. The objective of the study was therefore to investigate the factors that determine personal savings in Ghana. Cross sectional data from 250 individual household members in the Cape Coast Metropolis in the Central Region of Ghana were collected and analysed using econometric techniques. The estimation technique used in the analysis is the instrumental variable (IV) method.The result of the study showed a significant positive relationship between personal savings and disposable income; personal savings and financial literacy; and personal savings and marital status. A statistically significant negative relationship was also found between savings and personal assets; personal savings and loan commitments. It was concluded that indeed the level of personal savings is low and attributable to low income levels, low financial literacy and high levels of indebtedness. It was recommended that banks must continue to screen, improve screening and offer technical advice to loan applicants to help reduce high indebtedness. The government financial institutions must put in place financial literacy programmes for Ghanaians. It is further recommended that the Central Bank must ensure that banks and loan companies reduce high borrowing rates to reduce individual interest expenses.

Book excerpt: The study investigated the determinants of national savings by employing the Johansen cointegration technique and error correction model to examine the short run and long run dynamics of the system using time-series data for Ghana over the 1975-2008 period. The study found all the variables to be integrated of order one and the existence of co integration indicated a valid long run economic relationship among the determinants of national saving in Ghana. The empirical results established that in the long run, income and terms of trade have a positive and significant impact on savings while dependency ratio, political instability and the real interest rate have a negative impact on savings. In the short run however, only terms of trade positively affects savings. The other variables namely dependency ratio, political instability, financial deepening, income and interest rate have an insignificant impact on savings. The error correction term has a coefficient of -0.830376 which shows that there will be about 83.04 percent speed of adjustment toward long run equilibrium when there is any imbalance in the short run.

It seemed that certain ideal types of rural credit institutions offered the promise of meeting farmers' credit needs, and that experience in the industrialized countries with cooperatives and specialized agricultural finance institutions could be effectively transplanted to low-income countries. This collection of readings highlights facets of rural financial markets that have often been neglected in discussions of agricultural credit in developing countries. It moves beyond a narrow concern with the simple provision of credit to a broad consideration of the performance of rural financial markets and of ways to improve the quality and range of financial services for low-income farmers. It reflects new thinking on the design, administration, evaluation and policy framework of rural finance and credit programs in developing countries.
