Mundlak, Larson, and Butzer examine over an extended period the growth consequences for agriculture in Indonesia, the Philippines, and Thailand. Despite geographic proximity, similar climate, and other shared characteristics, gains in productivity and income differed significantly among the countries. The authors quantify these differences and examine their determinants. Mundlak, Larson, and Butzer find that the new technology changed the returns to fertilizers, irrigated land, and capital, all of which proved scarce to varying degrees. Complementing technology-related changes in factor use were investments--public and private--driven in part by policy. The authors find that factor accumulation played an important role in output growth and that accumulations from policy-driven investments in human capital and public infrastructure were important sources of productivity gains. They conclude that policies that ease constraints on factor markets and promote public investment in people and infrastructure provide the best opportunities for agricultural growth. Book excerpt: Although it is commonly believed that aggregate economic growth must be associated with public infrastructure stocks, the possible infrastructure needs and effects are different from industry to industry. The agriculture sector is typical. Various infrastructures would affect agriculture growth differently depending on the type of commodity. This paper finds that a general transport network is essential to promote coffee and cocoa production, perhaps along with irrigation facilities, depending on local rainfall. Conversely, along with the transport network, the dairy industry necessitates rural water supply services as well. In some African countries, a 1 percent improvement in these key aspects of infrastructure could raise GDP by about 0.1-0.4 percent, and by possibly by several percent in some cases.

In this book, instead of correlations, Isabelle Tsakok looks for patterns common to cases of successful agricultural transformation and then tests them against other cases. She proposes a hypothesis that five sets of conditions are necessary to achieve success. She concludes that government investment in and delivery of public goods and services sustained over decades is essential to maintaining these conditions and thus successfully transform poverty-ridden agricultures. No amount of foreign aid can substitute for such sustained government commitment. The single most important threat to such government commitment is subservience to the rich and powerful minority.

A drought experiment conducted in a cacao agroforestry plantation showed that this plantation was surprisingly resilient to an induced drought of more than a year (Schwendenmann et al. 2009). However, droughts can have a strong impact on household incomes from agriculture, they strongly a?ect the vulnerability to poverty and thus have to be analyzed as important exogenous shocks to households, forcing them to adjust their behaviour and develop strategies to cope with these problems. The stability of rainforest margins is a critical factor in the protection of tropical rainforests (Tscharntke et al. 2007). At present, however, rainf- est margins in many parts of the tropics are far from stable, both in soc- economic and in ecological terms. For example, protected areas may attract, rather than repel, human settlement, which may be due to international donor investment in national conservation programs (Wittemeyer et al. 2008). An alternative hypothesis is that protected areas might be compromised if leakage takes place, that is, if impacts that would take place inside the restricted area are displaced to a nearby, undisturbed area (Ewers and Rodrigues 2008).
