Book excerpt: This paper examines the determinants of the adoption lag for advanced technologies in the Canadian manufacturing sector. It uses plant-level data collected on the length of the adoption lag (the time between a firm's first becoming aware of a new technology and its adoption of the technology) to examine the extent to which the adoption lag is a function of the benefits and costs associated with technology adoption as well as certain plant characteristics that are proxies for a plant's receptor capabilities. Economic theory suggests that the diffusion of advanced technologies should be a function of the benefits associated with the adoption of new technologies. Other studies have had to proxy the benefits with environmental characteristics--like proximity to markets, fertility of soils, and size of firm. This paper makes use of more direct evidence collected from the 1993 Survey of Innovation and Advanced Technology concerning firms' own evaluations of the benefits and costs of adoption along with measures of overall technological competency. Both are found to be highly significant determinants of the adoption lag. Geographical nearness of suppliers decreases the adoption lag. Variables that have been previously used to proxy the benefits associated with technology adoption--variables such as larger firm size, younger age, and more diversification by the parent firm--also decrease the adoption lag, but they have much less effect than the direct measure of benefits and firm competency.

Book excerpt: Japan's productivity growth has slowed since the 2000s, and in 2020 it ranked last among the G7 countries. Assuming that the reason for this is the rapid pace of technological change, this study uses a literature review and data analysis to identify the factors that contribute to technology adoption, which are often described as cultural differences. By summarizing supporting forces and restraining forces within a company and visualizing the process of technology adoption, a framework of technology adoption is constructed. There, the focus is on the aspect of acquiring human resources. As a result of the data analysis based on data from Orbis, LinkedIn, indeed, Zephyr, D&B Hoovers, and Ci Technology Data Set covering large manufacturing companies in the U.S., it is found that the more employees feel they are learning something in their work, the higher their adoption of technology will be. Surprisingly, however, no relationship is found between technology adoption and productivity, which can come down to a new hypothesis that technology adoption is a necessary but not sufficient condition for productivity growth. Based on the various data limitations identified in the process of conducting the analysis, the report summarizes a future research agenda to overcome these limitations.

Book excerpt: The first essay of this dissertation explores the determinants of industry-level electronic commerce adoption by U.S. manufacturers using data from various U.S. government programs for the period of 2002 - 2019. Findings from a series of nonlinear mixed effects models reveal that the S-shaped electronic commerce adoption rate is best approximated by a Gompertz curve that assumes nonsymmetrical adoption, as opposed to the more conventional logistics curve that assumes symmetrical adoption. I further find that industries with a higher firm death rate exhibit greater adoption of electronic commerce. Third, I find that average firm size positively affects adoption more in concentrated industries. These findings shed new light on understanding industry-level patterns of technological adoption. The second essay of this dissertation examines how electronic commerce adoption affects manufacturing firms' labor productivity as well as selling, general, and administrative expenses (SG&A) utilizing a multimethod design. Specifically, labor productivity is examined using industry-level data on labor productivity from the Bureau of Labor Statistics, whereas effects on SG&A are examined using firm-level data from WRDS. The industry-level analysis reveals industries with higher rates of electronic commerce adoption see more pronounced increases in labor productivity, holding constant other inputs including capital and purchased inputs. The firm-level analyses show that firms in industries seeing higher rates of electronic commerce adoption experience lower SG&A expenses, holding constant an array of potential confounds. This essay responds to the call from productivity paradox literature for empirical research on the consequences of technology investments and provides insights for policy decision-makers and practitioners for their decision-making on new technology investment.

As of May 2017, 14 manufacturing innovation institutes had been established to facilitate the movement of early-stage research into proven capabilities ready for adoption by U.S. manufacturers. To better understand the role and experiences of the Manufacturing USA institutes to date, a committee of the Innovation Policy Forum of the National Academies of Sciences, Engineering, and Medicine convened a workshop on May 23, 2017 drawing together institute directors and manufacturing policy experts along with leaders from industry, academia, and government. Participants addressed the role of the manufacturing institutes in increasing advanced manufacturing in the United States, examined selected foreign programs designed to support advanced manufacturing, and reviewed recent assessments of existing institutes. This publication summarizes the presentations and discussions from the workshop.
