Book excerpt: The report provides an independent assessment of suitable test protocols that might be useful and reliable for the testing and evaluation of standoff chemical agent detectors. The report proposes two testing protocols, one for passive detectors and one for active detectors, to help ensure the reliable detection of a release of chemical warfare agents. The report determined that testing these detectors by release of chemical warfare agents into the atmosphere would not provide additional useful information on the effectiveness of these detectors than would a rigorous testing protocol using chemical agents in the laboratory combined with atmospheric release of simulated chemical warfare agents.

Book excerpt: This report examines the proposed testing methodology and facility that the Department of Defense (DOD) will use to test and evaluate the effectiveness of its detection system against biological warfare agentsâ€"an issue that impacts battlefield missions as well as homeland security missions. The report assesses a proposal to construct a whole system live agent testing facility at West Center Test Center, Dugway Proving Ground in Utah for testing the Joint Biological Point Detection System (JBPDS). Because of scientific and schedule-related risks, the report recommends an alternate approach that focuses test and evaluation efforts on leveraging existing data, improving simulated biological agents for use in testing, testing in conditions that more closely resemble the actual field conditions where the JBPDS would be deployed, and modeling for predicted performance against actual biological agents. The report concludes that an integrated testing and evaluation plan encompassing all of these factors will be needed.

Book excerpt: This report summarizes an assessment of technology available to develop a noninvasive life detector for use on the battlefield. The detectors determine if casualties wearing chemical protective overgarments are alive or dead without further exposing either the casualties or the aidmen to the contaminated environment. Seven technology approaches sponsored by the Department of Defense (comprising 11 devices), four technologies identified in a market survey, and one device described in a Broad Agency Announcement proposal were examined as candidate Advanced Life Detectors. The technologies and instruments surveyed included three transmitter-receiver technologies, an electrocardiogram (ECG) technology, pacemaker-transmitter/receiver, dry electrode heart rate monitor, five microwave technologies, flash reflectance oximetry, an ultrasound technology, a streaming potential technology, a dry electrode ECG monitor coupled to a microphone, a statometric technique for determining heart rate and blood pressure, and a vital signs monitor that determines heart rate and blood pressure using blood pressure cuff and microphones incorporated into the cuff. Analysis of the state-of-the-art of each device indicates that none of them are advanced enough to fulfill all the requirements of the draft Joint Services Operational Requirement. Three of the devices identified are recommended for further evaluation.

Book excerpt: Most vehicle detection today relies on inductive loop detectors. However, problems with installation and maintenance of these detectors have necessitated evaluation of alternative detection systems. Replacing loops with better detectors requires a thorough evaluation of the alternatives. This research included examination of the performance characteristics, reliability, and cost of these technologies. The detection technologies included in this study were: video image detection, radar, Doppler microwave, passive acoustic, and a system based on inductive loops. Research results clearly indicate promising non-intrusive alternatives to loops, but their limitations must be understood. This research solicited information from a variety of agencies pertaining to installation and use of non-intrusive technologies and conducted field tests on a high volume freeway to determine their suitability for implementation. Findings indicate that non-intrusive detectors have improved since recent detector research sponsored by the Texas Department of Transportation. Count accuracies of 95% and speed accuracies within 5 mph of true values are common during free-flow conditions. During slower congested flow traffic, all non-intrusive device count accuracies degraded to the range of 70 to 90%, and most speed accuracies worsened as well--differing by 10 to 30 mph from the baseline system.

Book excerpt: As part of the U.S. FHWA-sponsored Detection Technology for IVHS program, ultrasonic, microwave radar, infrared laser radar, nonimaging passive infrared, video image processing with visible and infrared spectrum imagery, acoustic array, high sampling rate inductive loop, conventional inductive loop, microloop, and magnetometer detector technologies were evaluated at freeway and surface street arterial sites in Minnesota, Florida, and Arizona. These states were chosen because they exhibited a wide range of climatic conditions. The criteria for selecting the detector evaluation sites included searching for roadways with high traffic density and suitable structures for mounting the overhead detectors. Approximately 5.9 Gbytes of digital and analog vehicle detection and signature data and more than 300 video tapes of the corresponding traffic flow were recorded.
