However, it is only the latest chapter in a history of illicit business dealings that stretches back to 1848, when attempts by Mexico and the United States to tax commerce across the Rio Grande upset local trade and caused popular resentment. Rather than acquiesce to what they regarded as arbitrary trade regulations, borderlanders continued to cross goods and accepted many forms of smuggling as just. In Border Contraband, George T. Díaz provides the first history of the common, yet little studied, practice of smuggling across the U.S.-Mexico border. In Part I, he examines the period between 1848 and 1910, when the United States' and Mexico's trade concerns focused on tariff collection and on borderlanders' attempts to avoid paying tariffs by smuggling. Part II begins with the onset of the Mexican Revolution in 1910, when national customs and other security forces on the border shifted their emphasis to the interdiction of prohibited items (particularly guns and drugs) that threatened the state. Díaz's pioneering research explains how greater restrictions have transformed smuggling from a low-level mundane activity, widely accepted and still routinely practiced, into a highly profitable professional criminal enterprise.

Book excerpt: This monograph was begun during my residence as Rogers Memorial Fellow at Harvard University, and is based mainly upon a study of the sources, i.e., national, State, and colonial statutes, Congressional documents, reports of societies, personal narratives, etc. The collection of laws available for this research was, I think, nearly complete; on the other hand, facts and statistics bearing on the economic side of the study have been difficult to find, and my conclusions are consequently liable to modification from this source. The question of the suppression of the slave-trade is so intimately connected with the questions as to its rise, the system of American slavery, and the whole colonial policy of the eighteenth century, that it is difficult to isolate it, and at the same time to avoid superficiality on the one hand, and unscientific narrowness of view on the other. While I could not hope entirely to overcome such a difficulty, I nevertheless trust that I have succeeded in rendering this monograph a small contribution to the scientific study of slavery and the American Negro.' William Edward Burghardt "W. E. B." Du Bois (1868 – 1963) was an American sociologist, historian, civil rights activist, Pan-Africanist, author, writer and editor. Born in Great Barrington, Massachusetts, Du Bois grew up in a relatively tolerant and integrated community. After completing graduate work at the University of Berlin and Harvard, where he was the first African American to earn a doctorate, he became a professor of history, sociology and economics at Atlanta University. Du Bois was one of the co-founders of the National Association for the Advancement of Colored People in 1909.
