Book Regulating Water and Sanitation for the Poor

Download or read book Regulating Water and Sanitation for the Poor written by Richard Franceys and published by Routledge. This book was released on 2012-05-04 with total page 306 pages. Available in PDF, EPUB and Kindle. Book excerpt: The aim of this book is to present the potential benefits as well as the challenges of introducing a more formal economic regulatory process into the urban water sector arena in lower-income countries. There is a particular focus upon the impact this may have on the poorest, the informal, slum and shanty dwellers of the rapidly growing cities. Economic regulation, usually introduced in the context of private operation of monopoly water supply, can deliver objectivity and transparency in the price-setting process for public as well as private providers. The book describes and analyses these issues through a consideration of ten country case studies. As a starting point, the current situation for the provision of water and sanitation services for the poorest through non-regulated public providers in India and Uganda is reviewed. Comparative chapters are then presented on Ghana, Philippines, Bolivia, Jordan, Zambia and Indonesia, all with varying degrees of private sector involvement and regulation. Finally the experiences of two richer countries are considered - Chile and England, countries with the longest experience of economic regulation and the 'most privatized' suppliers. In all cases there is a focus on the very necessary role of customer involvement in price-setting and service monitoring and on the role of alternative (private) service providers.

Book Water for Rural Communities

Download or read book Water for Rural Communities written by John Briscoe and published by . This book was released on 1988 with total page 48 pages. Available in PDF, EPUB and Kindle. Book excerpt: Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. This book brings together and spells out the constituents of this emerging view. The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

Book Guidance Manual on Water Supply and Sanitation Programmes

Download or read book Guidance Manual on Water Supply and Sanitation Programmes written by WELL. and published by WEDC, Loughborough University. This book was released on 1998 with total page 19 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department for International Development DFID commissioned this Guidance Manual from the WELL Resource Centre to assist staff and partners to develop effective and sustainable water supply and sanitation programmes. It represents collaboration across a range of professions within the Department and from key UK professionals in the sector. It details inter-disciplinary approaches to planning and implementation of partnership-based programmes. The Manual comprises three chapters and appendices. These take the reader from an overview of the sector, through specific development perspectives, to detailed recommendations for each stage of the project cycle. Chapter 1 is an introduction to water supply and sanitation projects and sets the scene. It describes the WS&S sector with particular focus on the development of services for the poor in both urban and rural areas. Emphasis is placed on the importance of co-operation and partnership and the chapter also introduces the DFID programme and project process. Chapter 2 Principles and practice starts with an inter-disciplinary analysis of key issues and then sets out recommended approaches under seven perspectives: social development; health; environmental sustainability; economic and financial perspectives; institutional perspectives; technical aspects; and hygiene promotion and sanitation promotion. These are explored in some detail so that professional staff in DFID and its partners will gain a better understanding of all the aspects and not just their own speciality. Chapter 3 Water supply and sanitation in the DFID programme and project cycle is the 'how to' part of the manual which brings together the disciplinary perspectives at each stage of the project cycle. The key issues to be taken into account are set out in a helpful 'question and recommendation' format. Appendices include examples of logical frameworks for water supply and sanitation projects.
