The cost of current performance- driven ship designs has increased at a rapid rate. While it is true that a warship designed with insufficient performance is of meager utility, it is also true that the best performing warship design is of no utility if never built. Both performance and affordability are required if sufficient numbers of ships are to be built to counter the threat. By designing a future fleet architecture with producibility as a major requirement from the start, we hope to impact the acquisition cost significantly. One battle force concept titled Distribute, Disperse, Disguise and Sustain suggests two fundamental surface ship types; the Carrier of Large Objects (CLO) and the Scout Fighter. A CLO feasibility design in progress, Carrier Dock Multimission, is outlined to inform shipbuilding researchers of an initiative that promises to have significant impact on naval ship procurement and provide increased visibility within the U.S. Navy on producibility issues.

It is the reason the U.S. Navy is the predominant force at sea today. Throughout its illustrious history, the carrier has overcome serious flaws, including its expense, vulnerability, centralization of combat power, and its airwing’s short range. The U.S. Navy always accepted those flaws because the carrier was the best means of delivering firepower. Today’s technologies, however, provide key opportunities for the U.S. Navy to move beyond the limitations of a carrier-centric fleet by redesigning its force structure. Questioning the Carrier examines how the U.S. Navy can embrace the Age of the Missile, network the distributed fleet, and diversify to develop a fleet that benefits from the aircraft carrier’s many strengths without being wholly dependent on them. By acting on those opportunities, the U.S. Navy can develop a structure that performs the carrier-centric fleet’s functions more effectively using a force consisting of more platforms with less total risk and within the same long-term budget. As adversaries are improving their ability to deter the carrier thus causing its utility to wane, the author examines the Navy’s past successes to show how it can overcome institutional resistance to change and continue to rule the seas.

Book excerpt: Recent NAVSEA studies of a twin skeg hull form design applied to a T-AO type ship indicated many areas of possible improvement in producibility. This paper reviews the findings of producibility studies and attempts to indicate specific areas in which an improvement in producibility and attendant cost savings for Navy ships are possible without any degradation in ship performance and survivability. Most available studies on producibility have an inherent trait of elaborating on details of shipyard producibility. This paper attempts to confine itself to the producibility aspect of the design phase, ending with the completion of contract design. While it is necessary for the Navy ship designer to know about producibility details of prospective building yards, he must be careful not to incorporate any details that may be restrictive on some of the prospective builders and thereby hinder competition. Although the application of a twin skeg hull form to the ongoing T-AO program was determined by NAVSEA not to be practicable because of the advanced status of the ship acquisition program, it was determined that the concept of the producible, designed-to-build ship was worth further investigation for incorporation into future designs because of potential cost savings. The paper concludes with recommendations for a method of application of producibility to the Navy ship design process for MSC-operated T-Ships. Producibility is defined as the capability to manufacture, build, or assemble goods in a most cost-efficient manner. For this paper, producibility in the pure sense will have to be subdivided as required for the unique characteristics of naval ship design.

Book excerpt: As the U.S. Navy enters the twenty-first century, many of the ships, aircraft, weapons, and tactics it employed so successfully during the Cold War will no longer be cost-effective or even effective. Future battlefields will shift the locus of naval action from the high seas into littoral waters, demanding sustained operations in relatively narrow, shallow waters. Naval forces in the twenty-first century must not only meet the traditional requirements of command of the sea—ships, planes, troops, and bases—carrying out forward presence, crisis response, strategic deterrence, and sealift. They must now put these together to obtain the four key operational capabilities of littoral warfare: command, control, intelligence and surveillance, and communication; battlespace dominance; power projection; and force sustainment. The core of the new U.S. strategic concept is power projection, and it envisions naval forces directly leading Army and Air Force elements to influence events ashore, most probably in the Third World. And this navy must be cost effective.

These concepts must be addressed during the early phases of the ship design process while the ship is still flexible. Since these producibility concepts may affect ship performance and technical risk, as well as ship characteristics and cost, a rigorous tradeoff analysis is required. This paper provides examples of producibility concepts which should be addressed during the ship design process. An evaluation procedure is presented to assist in the gathering and the organizing of information required for an objective tradeoff analysis. The ship synthesis model "ASSET" is utilized as the principal design tool to determine ship impact and the cost of producibility concepts. One of the primary recommendations of the authors is that the Navy needs to increase the visibility of producibility as a design factor in naval ships by developing rigorous evaluation tools, cataloguing producibility concepts for considerations in future designs, and establish an advocate for ship producibility within the design organization.

Book excerpt: In a rapidly evolving world, the U.S. Navy must build an affordable, sustainable fleet of surface combatants that is capable of keeping pace with any threat. This can only be accomplished with a highly sophisticated fleet of reconfigurable vessels capable of meeting their service-life expectancy of 40 years. Modular Adaptable Ship (MAS) designs that include flexibility, decoupled payloads from the platform, standard interfaces, planned access routes, and growth margin for future technological advances present a viable option for the U.S. Navy. If the design approach to future surface combatants incorporates the use of Real Options Valuation (ROV) within the Integrated Risk Management (IRM) framework to account for unknown risk at the time of design, a reasonable portfolio of design options can be presented throughout the various stages of production. From our examination of the use of modular payloads on the Freedom (LCS-1) and Independence (LCS-2) classes and the planned access routes and growth margin for modernization on the San Antonio (LPD-17) class, a strong case can be made that a surface combatant designed with flexibility and adaptability would afford benefits, ultimately, to all entities within the Department of Defense. This thesis examined the effects of a modular approach to designing and building flexible and adaptable ships on cost and value by looking at two case studies. Case Study 1 examined the cost- and time-saving benefits of designing a surface combatant with weapons modules as compared to a structurally integral weapons payload. The original missile module for LCS was the U.S. Army's XM-501 Non-Line-of-Sight (NLOS). When the program was canceled in 2010, LCS was left without a missile module. The benefit of a modular design allowed LCS to continue production while an alternate missile module was developed in parallel. Case Study 2 examined the long-term cost-saving benefits of having reserved weight and space for the future installation of the MK-41 VLS on the San Antonio class (LPD-17). LPD-17 through LPD-27 have trunk access and cooling requirements already in place for future installation, whereas LPD-28 will have weight and space reserved for VLS but will not install integration capabilities during production. Additionally, Case Study 2 reviewed the benefits of having designed one large main passageway that allows for ease of maintenance, troop movements, and technological upgrades. Chapter II focuses on the current status of the Danish, German, French, Italian, Australian, and American navies with regards to their fleets of modular, flexible, and adaptable ships. The Danish, German, French, Italian, and Australian navies are constrained by smaller defense budgets and produce significantly smaller surface combatant fleets in comparison to the United States. By building modular and flexible vessels, these countries have been able to sustain operations in blue waters around the world with sophisticated and technologically advanced platforms that are capable of evolving with the threat with a smaller number of vessels. Cross-platform commonality with respect to weapons modules and the ability to rapidly change mission are essential design elements for these navies. Additionally, these navies recognize the advantage to leaving growth margin to rapidly integrate new technology as it becomes available. Chapter III highlights the current problems within the U.S. Navy's approach to ship design of surface combatants. With current platforms losing 1015 years of their service-life expectancy and incurring rising maintenance costs, the U.S. Navy needs to look at other ship design models. One alternative design model incorporates the use of modularity and flexibility to ensure surface combatants can maintain combat relevancy throughout their life cycle.
