Source Separation and Decentralization for Wastewater Management sets up a comprehensive view of the resources involved in urban water management. It explores the potential of source separation and decentralization to provide viable alternatives to sewer-based urban water management. During the 1990s, several research groups started working on source-separating technologies for wastewater treatment. Source separation was not new, but had only been propagated as a cheap and environmentally friendly technology for the poor. The novelty was the discussion whether source separation could be a sustainable alternative to existing end-of-pipe systems, even in urban areas and industrialized countries. Since then, sustainable resource management and many different source-separating technologies have been investigated. The theoretical framework and also possible technologies have now developed to a more mature state. At the same time, many interesting technologies to process combined or concentrated wastewaters have evolved, which are equally suited for the treatment of source-separated domestic wastewater. The book presents a comprehensive view of the state of the art of source separation and decentralization. The first development concerns the possible role of small towns in migration flows and urbanization. Development of small towns, in the form of improved basic services and other amenities, has been promoted in order to abate the impact of urbanization on large urban centres and to alleviate service provision pressures in major urban centers, whilst stimulating rural economies and eventually prompting social transformations. The second development concerns the targets set by the SDGs in 2015. SDG6 requires countries to ensure universal and equitable water services by 2030. This inclusive target requires that the water services needs of small towns are considered in the expansion of sustainable and equitable water services. This book aims to contribute to the study of water services in small towns by critically examining different approaches and experiences of water supply in small towns. It brings together empirical testimonies of how the implementation of reductionist models and the perseverance of certain principles underlying these models in the water sector have yielded suboptimal results. Much remains to be done before achieving universal service coverage in small towns is likely. In order to do that, we should start speaking of small towns as a category on their own and continue the work in elaborating further what these are and how they work. In Focus – a book series that showcases the latest accomplishments in water research. Each book focuses on a specialist area with papers from top experts in the field. It aims to be a vehicle for in-depth understanding and inspire further conversations in the sector.

Book excerpt: Whereas the global water community may have reached consensus on the need for water providers to operate on the basis of commercial principles, staff of water utilities are faced with the challenge of implementing these principles in their everyday work. In the everyday domain, these principles appear to directly conflict with the mandate of water operators to provide water services to all. Moreover, the socio-political, economic and bio-physical context in which these water operate may be ill-suited to implement commercialization. In pursuing commercialization these operators adapt, reinterpret, modify, deflect, alter or betray the original principles of commercialization during implementation. This research takes inspiration from the rich literature on policy implementation and policy translation, which argues that policy models need to be transformed and modified if they are to be successfully adopted or implemented. This research analyzes the alterations visible in the daily implementation of commercial models of water provisioning and, in doing so, present a better understanding of how water operators implement policy prescriptions of commercialization in practice. Based on the analysis of the adaptations and (re)interpretations of the implemented model of commercialization in the different cases, this thesis argues that a new way of speaking about commercialization should be developed.

The goal of this this book is to convince the reader that the answer, or at least one part of the answer, to our most serious problems is the oft-repeated catchphrase: "Just add water."

Their analysis, which departs from the dominant macro-economic paradigm, deploys the results of broad-ranging research they led at UNICEF and UNDP, investigating the record on basic social services of some 30 developing countries. In seeking to learn from these new data, they develop an analytical argument around two potential synergies: at the macro level, between poverty reduction, human development and economic growth, and at the micro level, between interventions to provide basic social services. Policymakers, they argue, can integrate macro-economic and social policy. Fiscal, monetary, and other macro-economic policies can be compatible with social sector requirements. They make the case that policymakers have more flexibility than is usually presented by orthodox writers and international financial institutions, and that if policymakers engaged in alternative macro-economic and growth-oriented policies, this could lead to the expansion of human capabilities and the fulfillment of human rights. This book explores some of these policy options. The book also argues that more than just additional aid is needed. Specific strategic shifts in the areas of aid policy, decentralized governance, health and education policy and the private-public mix in service provision are a prerequisite to achieve the goals of human development. The combination of governance reforms and fiscal and macro-economic policies outlined in this book can eliminate human poverty in the span of a generation.

The main argument of the book is that South Africa’s freshwater resources have declined to such an extent that it can be described as a predicament. Questionable water governance decisions and reactive water management practices have led to no improvement and/or increased degradation of freshwater resources. An overall lack of service delivery exists across the country, in various contexts, leading to further water and social decline. An inter-disciplinary evaluation of South Africa’s current water predicament is provided, major water crises are prioritized, and suitable recommendations are given to transform its predicament into problems which can be addressed. Suitable background information is given to emphasize the necessity of good water governance, management, and service delivery. South Africa’s freshwater resources are evaluated with specific focus on the decline of informed water governance, management, service delivery and water quality. Factors requiring urgent attention are determined and suitable recommendations and/or actions are provided. An evaluation and overall synthesis focused on the transformation of the predicament into problems is provided. Primary water problems are prioritized according to urgency and suitable recommendations are given to assist in transforming the country’s current complex water predicament into “simpler” water problems. Political will, collaboration with researchers, stakeholders, non-governmental organizations, and cooperation of civil society is required. South Africa’s already scarce freshwater resources and decaying infrastructure will persist and possibly collapse if no major actions or interventions are implemented.
