Book excerpt: This book is motivated by the emerging rehabilitation of industrial policies as a tool for supporting economic transformation and high rates of growth in developing countries. It argues that underperforming disciples of the Washington Consensus 'market fundamentalism' should learn and practice the art of systemic industrial policies, which requires a medium-long term strategic perspective and intelligent proactive state interventions in markets. However, it also stresses that rehabilitation requires that industrial policies be developed and implemented in a context of home- grown public-private alliances that avoid state 'capture' by special interests. It first examines the 'how' of industrial policy in the public sectors of ten non-Latin American countries in Asia, Europe, and Oceania that have been successful in promoting economic catch-up with rich countries, or have performed better than Latin American countries with similar resource endowments. The book defines '10+1' generic First Principles for the use, design, and execution of modern industrial policies, and then examines the experiences of nine Latin American and Caribbean governments against these First Principles. The authors identify large gaps in the organizational and operational effectiveness of their public sectors, and suggest ways to close these gaps.

In the three decades since Mexico’s neoliberal turn in its political economy, subnational units of government have taken a lead in industrial transformation, galvanising policy from below. With most literature on new developmentalism focusing on the national level, this book is an important exploration of the differentiated and rewarding results that may be found below the state’s centre. Based on an original dataset of written and oral interviews gained from national and subnational governmental units of industrial policymaking in Mexico, the book shows how attribution and power are diffused across the contemporary state’s multiple levels. Notable subnational projects explored by the book include public-private collaboration, productive investments and an interesting array of incentives targeted towards industrial upgrading and innovation. The book concludes by providing a distinctive and systematic comparison between subnational units from different countries in Latin America and further afield, in order to assess the commonalities of developmental roles and policies. Industrial Development in Mexico will be an important read for scholars across the fields of political science, political economy and Latin American development.

Over time, institutional complementarities knit features of corporate governance and labor markets together and thus contribute to institutional resiliency. Political systems generally favored elites and insiders who further reinforced existing institutions and complementarities. Hierarchical capitalism has not promoted rising productivity, good jobs or equitable development, and the efficacy of development strategies to promote these outcomes depends on tackling negative institutional complementarities. This book is intended to open a new debate on the nature of capitalism in Latin America and link that discussion to related research on comparative capitalism in other parts of the world.

The key to sustained and equitable development in Latin America is high quality education for all. However, coalitions favoring quality reforms in education are usually weak because parents are dispersed, business is not interested, and much of the middle class has exited public education. In Routes to Reform, Ben Ross Schneider examines education policy throughout Latin America to show that reforms to improve learning--especially making teacher careers more meritocratic and less political--are possible. Several Andean countries and state governments in Brazil achieved notable reform since 2000, though on markedly different trajectories. Although rare, the first bottom-up route to reform was electoral. The second route was more top-down and technocratic, with little support from voters or civil society. Ultimately, by framing education policy in a much broader comparative perspective, Schneider demonstrates that contrary to much established theory, reform outcomes in Latin America depended less on institutions and broad coalitions, but rather--due to the emptiness of the education policy space--on more micro factors like civil society organizations, teacher unions, policy networks, and technocrats.

Stefanie Tomé Schmitt's book addresses the impacts of participatory policy-making on business-state relations under the New Developmentalism. Her research uncovers business participation in 125 collegiate bodies based on data collected with the peak sectoral corporatist business associations of agriculture, commerce, industry and financial services. It discloses a formalized pattern of business politics linked to the use of Corporatist Institutions, exposing a gap between Political Sociology and Political Economy approaches to interest representation in Brazil. Book excerpt: In recent years, the spotlight of international attention on Brazil has often been in the area of logistics infrastructure—for example, on its capacity to deal with the high demand expected during the World Cup and the Olympics. However, neither competitiveness nor infrastructure concerns are new for Brazil. In the 1990s, Brazilian policy-makers adopted a series of liberalizing economic reforms that exposed the poor condition of logistics infrastructure and inadequate investment in Brazilian ports, roads, railways and airports. Over twenty years later, the implications of those reforms still colour Brazil’s prospects for development. Mahrukh Doctor’s book evaluates the political economy of reform in Brazil and the difficulty of implementing institutional modernization in the context of opposition from vested interests originating in the state and civil society. It focuses specifically on the Port Modernization Law, which aimed to augment the country's competitiveness by creating efficient and low cost ports. Based on primary research carried out over a period of twenty years using original qualitative data, Doctor’s analysis focuses on the difficulties in implementing this law and how those difficulties are symptomatic of the wider issues associated with lack of sufficient investment in infrastructure in Brazil. Using the case of the business lobby for port reform, the book examines the evolving nature of business-state relations and the process of institutional change in Brazil. Doctor particularly examines the building of consensus for reform and policy formulation in the port sector and the challenges of reform implementation and institutional modernisation. The analysis provides extensive insights and lessons related to the prospects for boosting competitiveness of Brazilian ports.
