A grievance redress mechanism (GRM) is a set of arrangements that enable local communities, employees, out growers, and other affected stakeholders to raise grievances with the investor and seek redress when they perceive a negative impact arising from the investor's activities. It is a key way to mitigate, manage, and resolve potential or realized negative impacts, as well as fulfill obligations under international human rights law and contribute to positive relations with communities and employees. GRMs have been operated with varying degrees of success. This noteprovides guidance and examples on how to improve the design and implementation of mechanisms for mutual benefit.

Grievance redress mechanisms (GRMs) can be an effective tool for early identification, assessment, and resolution of complaints on projects. Understanding when and how a GRM may improve project outcomes can help both project teams and beneficiaries improve results. However, there is little data available on the prevalence, quality, or impact of GRMs in existing World Bank projects. This note provides a snapshot of current usage of GRMs in World Bank projects, a qualitative assessment of selected GRMs, and recommendations for improved risk management via GRM implementation and design. The goal of the review is to provide project staff and managers with: (i) a quantitative overview of current GRM application in project design; (ii) qualitative assessment of GRM implementation issues; and (iii) recommendations for improved risk management via GRM design and implementation.

The first step in strengthening a project-level GRM, after discussing it within the task team and informing the Country Management Unit (CMU), is to organize a technical assistance mission to conduct a detailed GRM diagnostic for the project or group of projects selected. This helps the project implementation unit (PIU) and task team understand the PIU's capacity for grievance management, learn about grievance resolution experiences of PIU staff and potential complainants and project beneficiaries through field visits, share international experiences with grievance redress while building the capacity of relevant staff, and facilitate the preparation of a GRM strengthening action plan by relevant PIU counterparts. The guidance and tools provided here, including templates and worksheets, can help social development specialists and other relevant task team members systematically plan and organize such missions.

The Sourcebook seeks to address concrete “how-to†? questions, including: • How do countries deliver social protection benefits and services? • How do they do so effectively and efficiently? • How do they ensure dynamic inclusion, especially for the most vulnerable and needy? • How do they promote better coordination and integration—not only among social protection programs but also among programs in other parts of government? • How can they meet the needs of their intended populations and provide a better client experience? The delivery systems framework elaborates on the key elements of that operating environment. The framework is anchored in core implementation phases along the delivery chain. Key actors, including people and institutions, interact all along that delivery chain. Those interactions are facilitated by communications, information systems, and technology. This framework can apply to the delivery of one or many programs and to the delivery of adaptive social protection. The Sourcebook structures itself around eight key principles that can frame the delivery systems mind-set: 1. There is no single blueprint for delivery systems, but there are commonalities, and those common elements constitute the core of the delivery systems framework. 2. Quality of implementation matters, and weaknesses in any of the core elements will negatively affect the entire system, reducing the impacts of the program(s) they support. 3. Delivery systems evolve over time, in a nonlinear fashion, and their starting points matter. 4. Efforts should be made to “keep it simple†? and to “do simple well,†? from the start. 5. The “first mile†?—people’s direct interface with administrative functions—is often the weakest link in the delivery chain; improving it may take systemic change but will greatly improve overall efficiencies and mitigate the risk of failures on the frontlines. 6. Social protection programs do not operate in a vacuum, and thus their delivery systems should not be developed in silos; synergies across institutions and information systems are possible and can improve program outcomes. 7. Social protection delivery systems can contribute more broadly to government’s ability to serve other sectors, such as health insurance subsidies, scholarships, social energy tariffs, housing benefits, and legal services. 8. The dual challenges of inclusion and coordination are pervasive and perennial and encourage the continuous improvement of delivery systems, through a dynamic, integrated, and human-centered approach.

Yet voluntary approaches are evidently failing to prevent human rights violations and there are few alternatives in law for affected communities to seek justice. This book seeks to robustly challenge the current status quo of business approaches to human rights in order to develop meaningful alternatives in an attempt to breech the gap between the realities of business and human rights and its discourse.
