Book excerpt: Land use and land cover (LULC) as well as its changes (LUCC) are an interplay between bio-geophysical characteristics of the landscape and climate as well as the complex human interaction including its different patterns of utilization superimposed on the natural vegetation. LULC is a core information layer for a variety of scientific and administrative tasks(e.g. hydrological modelling, climate models, land use planning).In particular in the context of climate change with its impacts on socio-economic, socio-ecologic systems as well as ecosystem services precise information on LULC and LUCC are mandatory baseline datasets required over large areas. Remote sensing can provide such information on different levels of detail and in a homogeneous and reliable way. Hence, LULC mapping can be regarded as a prototype for integrated approaches based on spaceborne and airborne remote sensing techniques combined with field observations. The book provides for the first time a comprehensive view of various LULC activities focusing on European initiatives, such as the LUCAS surveys, the CORINE land covers, the ESA/EU GMES program and its resulting Fast-Track- and Downstream Services, the EU JRC Global Land Cover, the ESA GlobCover project as well as the ESA initiative on Essential Climate Variables. All have and are producing highly appreciated land cover products. The book will cover the operational approaches, but also review current state-of-the-art scientific methodologies and recommendations for this field. It opens the view with best-practice examples that lead to a view that exceeds pure mapping, but to investigate into drivers and causes as well as future projections.

For foresters who need more details, references are given to more advanced scientific papers and books in the fields of statistics and biometrics. Forest inventory books deal mostly with sampling and measurement issues, as found here in section I, but since forest inventories in many countries involve much more than this, we have also included material on forestry applications. Most applications nowadays involve remote sensing technology of some sort, so that section II deals mostly with the use of remote sensing material for this purpose. Section III deals with national inventories carried out in different parts of world, and section IV is an attempt to outline some future possibilities of forest inventory methodologies. Book excerpt: Forests represent a remnant wilderness of high recreational value in the densely populated industrial societies, a threatened natural resource in some regions of the world and a renewable reservoir of essential raw materials for the wood processing industry. In June 1992 the United Nations Conference on the Environment and Development (UNCED) in Rio de Janeiro initiated a world-wide process of negotiation with the aim of ensuring sustainable management, conservation and development of forest resources. Although there seems to be unanimous support for sustainable development from all quarters, there is no generally accepted set of indicators which allows comparisons to be made between a given situation and a desirable one. In a recent summary paper prepared by the FAO Forestry and Planning Division, Ljungman et al. (1999) find that forest resources continue to diminish, while being called upon to produce a greater range of goods and services and that calls for sustainable forest management will simply go unheeded if the legal, policy and administrative environment do not effectively control undesirable practices. Does the concept of sustainable forest management represent not much more than a magic formula for achieving consensus, a vague idea which makes it difficult to match action to rhetoric? The concept of sustainable forest management is likely to remain an imprecise one, but we can contribute to avoiding management practices that are clearly unsustainable.

Book excerpt: The `Global Biodiversity Strategy' signed in 1992 in Rio de Janeiro, and the resolutions at the Ministerial Conferences on the Protection of Forests in Europe in Strasbourg, 1990, and Helsinki, 1993, commit the signatory states to monitor nationally the state of biodiversity and to sustain the characteristic natural variation in the country. Sustainability and long-term planning are the two terms best describing the philosophy of traditional forest management practices. However, the traditional planning techniques are not primarily developed to maintain sustainability of biodiversity. The gap between the international commitments and the practices in forest assessment and management is obvious. This publication presents experience in methodology for assessing and monitoring the variation of ecosystems and habitats in relation to biodiversity conservation and for integrating biodiversity in regional planning of forest management and land use. The state of the art in the field of natural resource assessments with special reference to forest biodiversity is reviewed, progress in integrating data on biodiversity in forest management planning is presented and the information needs regarding biodiversity conservation and the question to what degree assessment methods for forest biodiversity can be simplified for practical applications are discussed. The book is intended for researchers and practitioners in the field of forest and environmental planning and environmental policies.

Book excerpt: These proceedings of a NATO Advanced Research Workshop on "Environmental Reconstruction in Headwater Areas" provide a landmark in the evolution of a distinctive movement, perhaps an emerging new philosophy, within the practice of headwater management. The Headwater Control movement traces its history back to the First International Conference on Headwater Control, Prague, 1989. Throughout this brief history, Headwater Control has remained a typical environment movement 'ad hocracy'. At its meetings, for every convert to the multidisciplinary, integrative, practical, interventionist, and above-all 'green' ideals of the group, there have been several delegates who have found the whole concept both new and slightly incomprehensible. One reason for this has been the Headwater Control practice of trying to bring together scientists, practitioners, policy-makers and non-government environmentalist organisations. The group's larger meetings have always been federal gatherings. Sponsorship has been shared with invited participation from associations representing hydrological science, soil conservation, erosion control, forestry, environmental activism and so forth. These delegations may have included fellow travellers in the work to protect headwater environments, but their main concerns have not necessarily coincided with the Headwater Control group's prescriptions for the environmental regeneration of headwater regions. The Liberec Workshop, whose proceedings are distilled into this volume, provided a first opportunity for the scattered supporters of Headwater Control to talk among themselves and fmd out to what degree there really is a shared vision of the way forward in headwater management, restoration and protection.
