Available in PDF, EPUB and Kindle. Book excerpt: In this paper we discuss how a Decision Support System (DSS) for managing the marine environment can be set up. We use the Driving force-Pressure-State-Impact-Respond (DPSIR) framework to analyze which are the major driving forces impacting upon the marine environment in the North Sea. Moreover, a number of potential responses are identified. Furthermore, a preliminary and simplified optimization model has been set up and can be used in a DSS to decide on the best location of marine reserves for the protection of species. The model is based on a bio-economic metapopulation model that can be used to decide which parts of the sea should be opened for fisheries and which should be protected as marine reserve. It accounts for the dispersal of fish and considers both the economic returns from fisheries and the ecological value of marine biodiversity. A number of suggestions are given on how to extend and improve the DSS.

Book excerpt: Although the ocean-and the resources within-seem limitless, there is clear evidence that human impacts such as overfishing, habitat destruction, and pollution disrupt marine ecosystems and threaten the long-term productivity of the seas. Declining yields in many fisheries and decay of treasured marine habitats, such as coral reefs, has heightened interest in establishing a comprehensive system of marine protected areas (MPAs)-areas designated for special protection to enhance the management of marine resources. Therefore, there is an urgent need to evaluate how MPAs can be employed in the United States and internationally as tools to support specific conservation needs of marine and coastal waters. Marine Protected Areas compares conventional management of marine resources with proposals to augment these management strategies with a system of protected areas. The volume argues that implementation of MPAs should be incremental and adaptive, through the design of areas not only to conserve resources, but also to help us learn how to manage marine species more effectively.

The research suggests the feasibility of a PC based Decision Support System to assist Commander, Naval Surface Reserve Force improve the effectiveness and efficiency of the unit location decision. A comparative decision model was developed based on Multi- Attribute Utility Theory. Design of a Spatial Decision Support System was proposed to incorporate a commercial mapping engine, the formal unit location decision model, and a commercial decision model solver. Since the proposed Decision Support System can provide flexibility, increase the number of decision factors considered, and reduce decision processing time, software development and construction of a Reserve unit Decision Support System prototype is recommended.

There appear to be numerous areas where the Marine Corps might benefit from the use of GDSS. However, introducing GDSS into the Marine Corps' culture challenges I traditional decision making processes. Using both qualitative and quantitative methods. this study evaluates factors which affected the implementation of a GDSS at MCB, Camp Pendleton. Interview and survey data revealed four: the new technology's purpose, organizational commitment, training, and system design. These four factors form the basis for a proposed model of software implementation. The research also evaluates perceived changes in the decision making process. These changes include: reduced meeting time requirements, increased group consensus, and improved decision quality. A preliminary assessment of the implementation efforts and the research indicates success in establishing this GDSS at MCB, Camp Pendleton. However, the environment at Camp Pendleton has changed and the true success of the implementation process remains to be fully tested.
