The publication describes current plant practices and design provisions for withstanding a station blackout event already implemented at some nuclear power plants. It also provides proposals for improvement of existing plant designs to increase the robustness of the electrical power systems for contending with a station blackout event.

Book excerpt: The ability to better characterize and quantify safety margins is important to improved decision making about nuclear power plant design, operation, and plant life extension. As research and development (R & D) in the light-water reactor (LWR) Sustainability (LWRS) Program and other collaborative efforts yield new data, sensors, and improved scientific understanding of physical processes that govern the aging and degradation of plant SSCs needs and opportunities to better optimize plant safety and performance will become known. The purpose of the Risk Informed Safety Margin Characterization (RISMC) Pathway R & D is to support plant decisions for risk-informed margin management with the aim to improve economics, reliability, and sustain safety of current NPPs. In this paper, we describe the RISMC analysis process illustrating how mechanistic and probabilistic approaches are combined in order to estimate a safety margin. We use the scenario of a "station blackout" wherein offsite power and onsite power is lost, thereby causing a challenge to plant safety systems. We describe the RISMC approach, illustrate the station blackout modeling, and contrast this with traditional risk analysis modeling for this type of accident scenario.

Book excerpt: ''Station Blackout, '' which is the complete loss of alternating current (AC) electrical power in a nuclear power plant, has been designated as Unresolved Safety Issue A-44. Because many safety systems required for reactor core decay heat removal and containment heat removal depend on AC power, the consequences of a station blackout could be severe. This report documents the findings of technical studies performed as part of the program to resolve this issue. The important factors analyzed include: the fequency of loss of offsite power; the probability that emergency or onsite AC power supplies would be unavailable; the capability and reliability of decay heat removal systems independent of AC power; and the likelihood that offsite power would be restored before systems that cannot operate for extended periods without AC power fail, thus resulting in core damage. This report also addresses effects of different designs, locations, and operational features on the estimated frequency of core damage resulting from station blackout events.
