This volume describes the approach and summarizes the results of the complete analysis. It first presents an analysis of hydraulic conditions and closure frequency, then describes the rationale for selecting three alternative strategies for detailed evaluation, and finally illustrates the impacts of the strategies, category by category, through the use of a matrix display device--a colored scorecard.

Groups at Berkeley and Delft were both deeply engaged in modeling deterioration in civil structures, particularly flood defense structures. The plans for the conference were well under way when the dramatic floods in The Netherlands and California in the winter of 1994-1995 focused world attention on these problems. The design of civil engineering structures and systems is essentially an example of decision making under uncertainty. Although the decision making part of the process is generally acknowledged, the uncertainty in variables and param eters in the design problem is less frequently recognized. In many practical design procedures the uncertainty is concealed behind sharp probabilistic de sign targets like 'once in a thousand years' combined with a standardized use of safety factors. The choice of these probabilistic design targets, however, is based on an assessment of the uncertainty of the variable under consideration, and on its assessed importance. The value of the safety factor is governed by similar considerations. Standard practice is simply accu~ulated experience and engineering judgment. In light of the great number of civil engineering structures that function suc-. cessfully, one may say that this standard practice has proven itself broadly satisfactory.

The stability of stones, sand, clay and grass is discussed by using Newton's second law and a definition of the turbulence energy. Usually the equilibrium scour depth caused by jets and at piers/abutments is predicted by applying empirical relations. This publication discusses a scour approach which is based on two steps. First, a control volume that represents the scour hole is considered. Secondly, the relevant forces are determined. Newton's second law is applied, that is, the sum of forces equals zero since the scour hole is in equilibrium. This approach is discussed for different types of jet scour and scouring downstream of sills and near bridge piers and abutments.

Book excerpt: The Oosterschelde estuary is one of the estuaries in the Netherlands which remained after the Delta scheme was completed in 1986. In the seventies the Oosterschelde became a national symbol of the change in political thinking and decision making about the values of our natural environment. As a result of political decision a storm surge barrier was built in the mouth of the estuary, as a compromise between safety for the human population and nature conservation. Owing to the broad interest in the meaning of the Oosterschelde estuary for Dutch and international societies, it became one of the most intensively studied coastal ecosystems in Western Europe. In an interdisciplinary approach of several state agencies and universities, a broad spectrum of physical, chemical and biological research has been carried out during the period of 1980--1989, dedicated to the structure and functioning of the saline ecosystem. The undisturbed estuary was studied during the period between 1980--1984. Large mathematical models had been constructed before 1986, to simulate future changes in the ecosystem. Further studies after the completion of the storm surge barrier (1986--1989) have been used for verification of the model. The integrated and summarized knowledge of the Oosterschelde ecosystem is used by water managers and nature and fisheries conservationists. A case study for professional civil engineers, ecologists, marine biologists, water managers, decision makers, university students and anyone interested in physical, chemical and biological estuarine and coastal sciences.
