Book excerpt: As aggregate resources are depleted, there is a need to turn to more sustainable resources and alternatives to virgin aggregate for pavement preservation treatments. A recent NAPA survey (Williams et al., 2019) shows more RAP is stockpiled in Ohio than any other state, with a total of 11.2 million tons of RAP in 2018. Given the large quantities of RAP in Ohio, and the use of chip seal and microsurfacing for pavement preservation of local roadways, there is a need to determine if RAP can provide a cost-effective alternative to virgin aggregate in pavement preservation treatments for local roadways in Ohio. This study was aimed at assessing the availability of RAP in Ohio for this application, as well as the potential cost savings associated with using RAP as an alternative to virgin aggregate in chip seal and microsurfacing treatments. Additionally, as part of this study, a laboratory evaluation of RAP selected for field study was conducted to characterize material properties in the context of chip seal and microsurfacing designs using RAP. Based on these results, chip seal and microsurfacing mix designs were developed using RAP stockpiled by two local agencies in Ohio.

Available in PDF, EPUB and Kindle. Book excerpt: Lack of funding and a desire to effectively manage the pavement network has resulted in the widespread use of chip seals by local agencies in Ohio. With the 2002 Construction and Materials Specifications (CMS), the Ohio Department of Transportation's (ODOT) made major revisions to the chip seal specification to incorporate best practices applicable for pavements on the state highway system. However, the new specification may be burdensome and costly for local agencies to adopt due to lack of inspection personnel and a required level of quality which may not be necessary to achieve satisfactory performance on the local system. Many local agencies construct chip seals using local work crews and application rates based on experience, or with contractors using local specifications or older version of the ODOT specification. Consequently, success has been varied, with some excellent applications and some failures. The purpose of this research was to gain a better understanding of chip seal practices of the local agencies and identify best practices for low traffic volume roads. The goal of this research was to assess the current state of practice for chip sealing on county, township, and municipal-maintained roads. The objective was to develop a matrix of best practices for chip sealing low-volume roads in Ohio and design a study to aid in the future assessment of long-term performance creating protocols for data collection. As part of this study a literature review was completed, county and municipal engineers, and township trustees were surveyed regarding their chip seal practices, and follow-up interviews were conducted with eleven agencies. Based on the information collected a matrix of best practices for chip sealing on local roadways was developed and a study to collect long-term performance was designed. The best practices matrix identifies best practices as defined in the literature and by local agency personnel and is provided in this report. A plan and data collection software for a long term monitoring and evaluation of chip seals is also provided.

Book excerpt: Chip seal research advocates for performing rational design computations prior to construction to determine the initial chip and binder application rates. Research indicated that a major concern in chip seal construction industry is the lack of following a formal/documented computational design approach. This study is a result of research that investigated ways to improve chip seal design specifications in Oregon State, focusing on field application rates. The objective of this article is to encourage agencies and contractors to adopt a formal established design approach to determine their aggregates and binder application rates. This is established through identifying the parameters considered in the design while showing straightforward procedures to follow formal design approaches. Chip seal design calls for conducting laboratory and field evaluations and uses the results as input data to estimate the appropriate quantities of materials. Thus, involved parties at the design stage are required to (1) understand the properties of chip seal materials (aggregate and binder), (2) identify the pre-seal road condition, and (3) use said information in the design process. This study uses various roadways located in Klamath Falls, Oregon to verify the importance of using rational design procedures. The roadways were constructed in accordance with Oregon Department of Transportation specifications; however, application rates were based upon the agency's previous experience rather than using a rational design approach. The study compares roadways' infield application rates and rationally estimated rates based upon two commonly used methodologies, namely McLeod and New Zealand. Findings shows that roadways constructed using infield application rates close to the rationally estimated rates had better embedment and a longer predicted life span when compared to the rest of roadways that had excessive aggregate amounts and less binder content.

It does not establish preferential design criteria (e.g., mix design) nor does it systematically evaluate existing design methods. This report of the Transportation Research Board describes the conditions in which thin-surfaced pavements are considered appropriate, what thin-surfaced pavement types are considered appropriate for given conditions, and the decision criteria used in their selection. Information for the synthesis was collected by surveying state and local transportation agencies and by conducting a literature search, including foreign resources. Case studies and an extensive collection of survey data are presented.

The manual identifies factors that influence chip seal design, construction and performance and provides guidelines that enables practitioners to improve the opportunity for success when building these systems. Many practices in chip seal technology have been subjective for many years and considered 'art' by some. Therefore, this study focused on elements of chip seal technology that were subjective or not practiced in the United States. The manual replaces the subjective or qualitative judgments previously used during chip seal design and construction with field and laboratory testing. Some of the findings of this study include a means of determining when to broom or allow traffic on fresh chip seals, a quantitative method for measuring chip embedment, a simple method for measuring viscosity of emulsions during construction, an improved method to recover emulsion residues, and a recommendation for emulsion and residue properties related to environmental conditions.
