Book excerpt: Printed in COLOR as originally intended If you like this book (or the Kindle version), please leave positive review. This Unified Facilities Criteria (UFC) 4-510-01 provides mandatory policies and procedures for programming, planning, design, and construction throughout the lifecycle of Military Medical Facilities, also referenced as Medical Treatment Facilities (MTFs), including medical and dental treatment facilities, medical training facilities, medical research facilities, veterinary facilities in the Military Health System (MHS) and/or other facility projects specifically designated to the MHS by an appropriate project authorization document. In the event of conflict with any other UFC, the provisions of this document take precedence. Includes a list of applicable NIST, UFC, and DHS cybersecurity publications for consideration. Why buy a book you can download for free? First you gotta find a good clean (legible) copy and make sure it''s the latest version (not always easy). Then you gotta print it using a network printer you share with 100 other people - and its outta paper - and the toner is low (take out the toner cartridge, shake it, then put it back). If it''s just 10 pages, no problem, but if it''s a 250-page book, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. An engineer that''s paid $75 an hour has to do this himself (who has assistant''s anymore?). We look over each document carefully and replace poor quality images by going back to the original source document. We proof the document to make sure it''s all there - including all changes. It''s much more cost-effective to just order the latest version from Amazon.com This book is published by 4th Watch Books and includes copyright material. We publish compact, tightly-bound, full-size books (8 by 11 inches), with glossy covers. 4th Watch Books is a Service Disabled Veteran-Owned Small Business (SDVOSB). Book excerpt: The National Capital Region (NCR) Base Realignment and Closure (BRAC) Health Systems Advisory Subcommittee (HSAS) of the Defense Health Board (DHB) was convened in May 2008 to advise the Department of Defense (DoD) on the planned integration of military medical facilities in the NCR service area. In response to the National Defense Authorization Act for Fiscal Year 2009 (NDAA 2009, Public Law 110-417; Appendix A), in September 2008, the NCR BRAC HSAS was further charged to review the design and construction plans for the new Walter Reed National Military Medical Center (WRNMMC) and the new Fort Belvoir Community Hospital (FBCH) to determine if they were being designed and constructed to be world-class medical facilities and, if not, what should be done to remedy any perceived deficiencies. This report responds to this latter charge.

Book Examination of Process Implementation of Evidence based Design Initiatives on United States Army Medical Construction

Download or read book Examination of Process Implementation of Evidence based Design Initiatives on United States Army Medical Construction written by Glenn Edward Marsh and published by . This book was released on 2011 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of this research is to review the degree of United States Army compliance in the implementation of evidence-based design practices within the Military Health System construction cycle. This research looks at the impact of the 2007 Assistant Secretary of Defense for Health Affairs memorandum directing the use of evidence-based design within the Military Healthcare System construction process. The memorandum impacted the military medical construction process that includes over 6.2 billion dollars in government programmed military medical construction covering 9.2 million beneficiaries. An analysis of federal construction documents, interviews, and an online survey was conducted with 85 government and civilian healthcare facility planners to measure general evidence-based design knowledge, direct knowledge of medical construction policy requirements, and the level to which the Military Health System Evidence-based Design Principles matrix has been implemented within four selected military medical construction projects. Results of the review of construction publications show minimal evidence of evidence-based design incorporation with key federal regulatory documents. The results of an online survey conducted during the research had a 65.8% response rate (39 government personnel, 17 civilian personnel). The survey showed that basic knowledge of evidence-based design was present, but revealed severe deficiencies in specific knowledge and application of construction policies. Review of selected medical facilities demonstrated non-standardized incorporation of evidence-based design features. This research concludes that evidence-based design has achieved minimal integration into the Military Health System general knowledge base and project execution. Achieving compliance with the 2007 directive memorandum requires that significant efforts be made in personnel training and reconciliation with federal military medical construction documents.

Book Simulations of Design Modifications in Military Health Facilities

Download or read book Simulations of Design Modifications in Military Health Facilities written by Christopher William Kiss and published by . This book was released on 2012 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The Military Health System (MHS) is a worldwide network of healthcare facilities and personnel. The healthcare facility inventory is aging and requires extensive facility management, renovations and replacement construction to maintain the environment of a high quality of care. Recent developments in sustainability and evidence-based design (EBD) have created additional requirements for the design and construction of facilities. These areas of design emphasis, sustainability and EBD, are developing best practices according to the respective theory. Existing facilities in the MHS have been directed to undergo restoration and modernization by Department of Defense (DoD) civilian leadership. Governmental directives have mandated that these restorations and new construction complies with current building codes and that EBD design features be included in healthcare facility planning. The hospital building type has changed over history due to innovations in building technology, such as HVAC and steel frame construction, as well as healthcare initiatives, such as treatment of tuberculosis and the mentally ill. The design concepts of environmental sustainability and EBD are currently altering the hospital typology. Building professionals have found significant differences in facilities that are categorized as evidence-based and those noted as sustainable. The future of successful healthcare designs relies on a balance of these concepts. The hospital building type has one of the highest energy intensities out of all commercial building types. Hospitals have become more energy intense due to the evolution of the deep-plan hospital. The design of the building envelope is the most lasting feature affecting the energy use of a hospital, due to its service-life typically equaling the life of the facility. The building envelope design consists of the shape of the building, material selection, as well as its orientation. This research demonstrates the relationship between incorporating positive building occupant features, such as increased day lighting and views of nature, and efficient energy design choices. The use of energy simulation software and early design collaboration between multiple professional disciplines is recognized as critical to optimal design solutions.

Available in PDF, EPUB and Kindle. Book excerpt: An examination was made of the extent to which the Department of Defense (DOD) should plan to provide space in its new and replacement medical facilities for retirees and dependents of retired and deceased members. This factor has important policy implications, because it will affect the cost of constructing and operating medical facilities in the future and the medical benefits available to military beneficiaries. DOD should have the flexibility to plan the size of new military hospitals and clinics based on considerations of cost effectiveness, staff availability, realistic workload projections, and teaching and training requirements. Under existing legislation, only teaching and training requirements are considered in planning space for retirees and dependents of retired and deceased members in new or replacement medical facilities. New legislation could correct the services' current improper sizing practices, save money in the long run, and align the sizing policy with the policy for providing staff and other medical resources to facilities once they are built. Construction which would provide greater capacity would be consistent with DOD responsibility to provide adequate medical facilities to meet its responsibilities in a war or national emergency. Currently, the military services are required to limit the size of new hospitals and clinics to accomodate active-duty members and their dependents, plus additional capacity not exceeding 5 or 10 percent to meet training and teaching requirements. The three military services presently do not fully comply with DOD hospital sizing limitations. Either enforcement of the requirement or modification of the law is indicated.

Book Alternative Delivery Approaches for Military Medical Construction Projects

Download or read book Alternative Delivery Approaches for Military Medical Construction Projects written by Michael D. Eller and published by . This book was released on 1996-04-01 with total page 141 pages. Available in PDF, EPUB and Kindle. Book excerpt: The purpose of this report is to illustrate how the use of alternative project delivery methods (specifically Construction Management and Design/Build) and alternative contracting methods (such as cost-plus-fee contracts and negotiated contracts) can reduce the amount of time it takes to design and build a new military medical facility, as well as reduce the overall cost of the project. The advantages offered by these alternative delivery and contracting methods are set forth, and their applicability within the federal procurement process is discussed. Several recommendations are then given for using these methods for the design and construction of military medical facilities.

Book excerpt: The documents contained in this volume comprise a comprehensive manual of basis of planning standards and space planning criteria pursuant to the application of the DOD 'New Generation of Military Hospitals (NGMH)' concepts. This manual is intended for use only by authorized federal and military agencies in the development of specific program for design space requirements for hospitals to be implemented under the NGMH program. The NGMH program is based on optimizing the DOD Base Level Health Care (BLHC) System. The principal method employed to achieve this optimization was the improvement of existing physical facilities planning criteria to incorporate the most advanced current and projected standards in medical practice/education, medical technology, medical facilities concepts of operation and medical facility design.

Book DOD Needs Better Assessment of Military Hospitals Capabilities to Care for Wartime Casualties

Download or read book DOD Needs Better Assessment of Military Hospitals Capabilities to Care for Wartime Casualties written by United States. General Accounting Office and published by . This book was released on 1981 with total page 43 pages. Available in PDF, EPUB and Kindle. Book excerpt: GAO reviewed the Department of Defense's (DOD) efforts to provide medical facilities for American casualties who would be returned to the United States for medical care in the event of a war in an overseas area. The latitude provided in DOD guidance on the wartime use of military hospitals in the continental United States (CONUS) permits significant differences in the way the military services determine the extent of care that could be provided in their facilities if a war began. Under DOD guidance, the services have adopted different: (1) transition plans for converting individual hospitals to handle wartime casualties; (2) methods for identifying capacity of individual hospital facilities to expand the care for wartime work load; (3) stockpiling policies for medical materiels to meet mobilization expansion requirements; (4) types of buildings as wartime assets to augment hospital capacity; and (5) policies for retention of closed hospitals as future mobilization facilities. As a result of these differences, DOD does not have an accurate assessment of the medical mobilization capacity of CONUS military facilities. Recently, DOD has given little consideration to mobilization in configuring new hospitals, and its construction planning has been directed primarily to meeting design requirements for peacetime operations. Economic feasibility studies performed by the services before undertaking hospital construction projects have been used primarily to select the most cost-effective means of meeting peacetime military medical care needs. Design concept studies performed to determine configuration of new hospitals before construction are oriented to meeting peacetime performance requirements.
