The data for this description are drawn from the 1978/1979 DOD Survey of Officers and Enlisted Personnel, jointly designed and administered by The RAND Corporation and the Department of Defense. This work should contribute to defense manpower policy analyses and evaluation by providing demographic, economic, behavioral, and attitudinal information about the men and women on active duty not available as part of the routinely collected administrative data; by identifying problematic areas of military life which may be amenable to ameliorative action; and by isolating specific areas for further policy analyses. The sections of this report have been organized around a broad range of topical areas covered by the survey. Each section begins with a short summary highlighting some of the findings.

Book excerpt: This report contains initial tabulations from the 1985 DoD Survey of Officer and Enlisted Personnel conducted for the Office of the Asst Secretary of Defense for Force Mgt and Personnel by the Defense Manpower Data Center (DMDC). About 89,000 active-duty officers and enlisted personnel in all four Services responded to an extensive questionnaires mailed to them in Spring 1985. The questionaires asked a wide range of questions about personal and military background, economic status, family composition plans for continuing in the military given a set of alternative policies. The tables in this volume are only the first use of these data. Where possible, the tables are comparable to tables from the last major DoD-wide survey of Officers and Enlisted Personnel in 1978/9, and reported in Description of Officers and Enlisted Personnel in the U.S. Armed Forces.

Book excerpt: This report is based on data from the 1985 DoD Survey of Officer and Enlisted Personnel (1985 Member Survey) conducted for the Office of the Assistant Secretary of Defense (Force Management and Personnel) by the Defense Manpower Data Center. Almost 19,000 active-duty officers and 70,000 active-duty enlisted personnel in the four Services responded to an extensive questionnaire. The survey asked about personal and military background, economic status, family composition, rotation experience, preparedness, and plans for continuing in the military given alternative policies. Major findings include: total force size has remained relatively stable. Average force size has remained relatively stable. Average experience of enlisted personnel in the volunteer environment has increased. There have been increases in the minority population of the Armed forces Majority of both officers and enlisted were married. Approximately 98,000 military personnel had active-duty spouses. Guaranteeing location assignment and promotion would improve the projected probability of reenlisting for enlisted personnel but guaranteed retraining would have minimal impact. Proportions of officers expecting to serve at least 20 years have increased in all the Services. Overall changes in the average estimates of morale between 1978/9 and 1985 Member Survey were small.

This volume provides data on the level and composition military and total family income and the financial status of military households. The first tables focus on the levels and components of family income. Information on reliance of military households on spouse and other contributions to family income, and second-job income. A series of questions focus on in-kind benefits such as health care, commissaries etc, deferred compensation in the form of retirement after a minimum of twenty years of service. This report is primarily based on data from the 1985 DoD Survey of Military Spouses conducted for OASD(FM & P) by DMDC. Over 41,000 military spouses, married to members of all four active-duty Services, responded to an extensive questionnaire in Spring 1985. The questionnaire included items about personal and family military background, family composition, family moving experiences, knowledge of and satisfaction with family programs and services, civilian labor-force experience and opportunities, economic resources and satisfaction with various aspects of military policy which directly impacts the family. Some major findings are: Majorities of military personnel, especially officers are married. Nearly 60% of all enlisted personnel are married. Military families, especially enlisted, are young, as measured by the wife's age and age of children and duration of marriage. A sizeable minority of wives and husbands of military personnel, especially enlisted, were born outside the U.S. Spouses of military personnel are well-educated. Officers wives tend to be older than enlisted men's wives. About one-fourth of families are currently located overseas.
