Fondée sur la nouvelle réglementation sur l'obligation de débarquement (OD), l'étude est réalisée en trois temps. La première partie est consacrée à l'examen des conditions d'accès aux produits de la mer dans les réseaux de distribution. L'étude s'attache, dans une seconde partie, à préciser les contraintes juridiques, techniques et économiques inhérentes à la récupération et à la valorisation des captures débarqués sous la taille minimale de référence de conservation. Elle met en évidence des obstacles à différents niveaux, du traitement à bord jusqu'aux unités de transformation existantes, pour une transformation des matières premières à des coûts acceptables pour les parties prenantes ; l'attention est portée sur l'expérience menée en France par des structures non marchandes de l'économie sociale solidaire. À partir de l'analyse comparée des garanties de traçabilité et des coûts relatifs aux différentes solutions techniques envisagées pour une collecte et une valorisation adaptée au dimensionnement des apports issus de l'OD et aux besoins des opérateurs de distribution, l'étude formule une proposition d'actions, fondée sur la mobilisation des organisations de producteurs de pêche et l'activation de soutiens publics.
