Only in the mid-1980s, when it was clear that oil revenues alone would not suffice and that a new engine of growth was needed, did the country's government swing behind a systematic deregulation effort. Tariffs were cut, non-tariff barriers were lowered, foreign investment restrictions were reduced, export promotion incentives were enhanced, and various financial sector regulations were eased. All this combined to spark a labor-intensive export-led economic boom that was accompanied by an expansion in wages and employment and a boost in productivity. This book documents how Indonesia truly became part of the East Asian miracle story starting in the mid-1980s. Destined to become a leading case study of export-led development in Indonesia, this book grew out of a World Bank/Indonesian Economic Society Symposium held in Jakarta. There was, however, a parallel story as well, of crony capitalism and weak governance, that led to the financial and political crisis of 1997-98. These aspects were reflected in continued protection of certain sectors where the cronies were active, in restrictions on domestic trade and competition that were left in place for their benefit, and in financial manipulations that were conducted to their advantage. These aspects are noted as well in the book and pulled together in the concluding chapter, which takes the story up through the crisis years to the present.

Much writing on the process of economic liberalisation in developing countries views economic liberalisation as the victory of economic rationality over political and social interests. In contrast, this book argues that economic liberalisation should not be understood in these terms, but rather in the way that political social interests shape processes of economic reform in both a positive and negative sense. Specifically, Rosser argues that economic liberalisation needs to be understood in terms of the extent to which economic crises shift the balance of power and influence within society away from coalitions opposed to reform and towards those in favour of reform. In the Indonesian context, the main coalitions that need to be examined in this respect are the politico-bureaucrats and the conglomerates who have generally opposed reform and mobile capitalists who have generally supported reform. Based on extensive original research, and providing much new material, the book considers the politics of economic policy-making in Indonesia in a range of sectors including the capital market, intellectual property law, the banking industry, and the trade and investment sectors. Analysing why the nature of economic policy in Indonesia has varied over time, this study argues that there is nothing inevitable about a transition to a fully-fledged liberal market order in Indonesia, and outlines possible future scenarios for the country's political economy.

Book excerpt: The contributions in this publication are an outcome of growing concerns around the world about the prevailing inefficiencies in agriculture and agribusiness and the need to improve productivity, profitability, and financial sustainability of agriculture and agribusiness by privatizing state- owned enterprises and eliminating unnecessary government regulations. It is in this context that an international symposium was organized on April 19-30, 1993, to address these policy concerns and thereby to improve the long-term prospects for productive and financially sustainable agriculture and agribusiness development. The policy issues addressed herein were identified in a series of discussions at IFDC and with the authors. The main objectives were to focus on analytical policy issues that accelerate the process of privatization and market deregulation of publicly owned and operated enterprises and to provide necessary operational guidelines for policy reforms. This publication is structured around four main topics: (1) the role of agribusiness in economic development; (2) possible approaches and guidelines for privatization and deregulation of agribusiness; (3)the necessary enabling policy environment for privatization and deregulation; and (4) selected case studies. The views expressed in this publication belong solely to the respective authors and should not be attributed to IFDC, World Bank, or other organizations represented. Readers should keep in mind that when authors refer to `current' or `present' situations, they generally mean 1992/93 unless otherwise specified.
