Es un análisis innovador y profundo que permite reconocer y mostrar que la gestión integral del riesgo de desastres exige colocar al bienestar de la población en el centro de su quehacer, por lo que recurrir al enfoque de derechos humanos como parámetro para identificar vulnerabilidades, una de las grandes aportaciones de esta investigación, se convierte en una valiosa herramienta para gestionar el riesgo de inundación en esta ciudad.

In discussions that focused on the future, the application of modern technologies and materials to site conservation was urged, as was using scientific knowledge of existing structures in the creation of new, low-cost, earthen architecture housing.

Overall, this book will be of great interest to practical and theoretical ecologists, students and managers in all fields of biology. All freshwater ecologists should certainly read it.' Scheffer uses three approaches concurrently to unravel the functioning of shallow lakes: 1) statistical analysis of large datasets from a variety of lakes; 2) simple abstract models made up of a few non-linear ordinary differential equations, which he calls `mini-models'; and 3) logical reasoning based on a mixture of results from fieldwork, experiments and models. What is new is that Scheffer links mathematics very nicely with what one feels is a correct description of the functioning of a shallow lake. Book excerpt: The production of ‘human waste’ – or more precisely, wasted lives, the ‘superfluous’ populations of migrants, refugees and other outcasts – is an inevitable outcome of modernization. It is an unavoidable side-effect of economic progress and the quest for order which is characteristic of modernity. As long as large parts of the world remained wholly or partly unaffected by modernization, they were treated by modernizing societies as lands that were able to absorb the excess of population in the ‘developed countries’. Global solutions were sought, and temporarily found, to locally produced overpopulation problems. But as modernization has reached the furthest lands of the planet, ‘redundant population’ is produced everywhere and all localities have to bear the consequences of modernity’s global triumph. They are now confronted with the need to seek – in vain, it seems – local solutions to globally produced problems. The global spread of the modernity has given rise to growing quantities of human beings who are deprived of adequate means of survival, but the planet is fast running out of places to put them. Hence the new anxieties about ‘immigrants’ and ‘asylum seekers’ and the growing role played by diffuse ‘security fears’ on the contemporary political agenda. In addition, ever worsening pollution due to fossil fuel consumption, for instance oil and chemical spills, strip mining, sulphur emission and accumulation of solid wastes, has, among other things, led to an increase of as much as 10% in the carbon dioxide content of the atmosphere in this century. This has induced a warming trend through the 'greenhouse effect' which prevents infrared radiation from leaving it. Many people think the average planetary temperatures may rise by 4°C or so by 2050. This is probably true since Antarctic ice cores evidence indicates that, over the last 160000 years, ice ages coincided with reduced levels of carbon dioxide and warmer interglacial episodes with increased levels of the gas in the atmosphere. Consequently, such an elevation of temperature over such a relatively short span of time would have catastrophic results in terms of rising sea level and associated flooding of vast tracts of low-lying lands. Reducing the burning of fossil fuels makes sense on both economic and environmental grounds. One of the most attractive alternatives is geothermal resources, especially in developing countries, for instance in El Salvador where geothermal energy provides about a fifth of total installed electrical power already. In fact, by the middle 1980s, at least 121 geothermal power plants were operating worldwide, most being of the dry steam type.

They are frequently considered as having fled from generalized violence rather than from persecution. This book determines the international meaning of the refugee definition in Article 1A(2) of the Convention as regards refugee protection claims related to situations of armed conflict in the country of origin. Although the human rights based interpretation of the refugee definition is widely accepted, the interpretation and application of the Convention as regards claims to refugee status that relate to armed conflict is often marred with difficulties. Moreover, contexts of armed conflict pose the question of whether and to what extent the refugee definition should be interpreted in light of international humanitarian law. This book identifies the potential and limits of this interpretative approach. Starting from the history of international refugee law, the book situates the 1951 Convention within the international legal framework for the protection of the individual in armed conflict.
