Tanto es así que puede decirse que, en gran medida, el resto de políticas, instrumentos y acciones ambientales sobre los ecosistemas (agua, aire, tierra), tienen como testigo de su eficacia precisamente el estado ecológico de especies y de espacios naturales. Este libro pretende mostrar cuáles son los fundamentos éticos y, sobre todo, jurídicos sobre los que se sustenta esta protección, analizar cuáles son los principales instrumentos legales y administrativos que existen en nuestro ordenamiento y evaluar, por último, cómo funcionan y cuáles son sus puntos fuertes y débiles. A tal fin, se abordan en primer lugar los principios generales del Derecho ambiental y se recorre a continuación la regulación jurídica de la protección de espacios y de especies en sus distintas vertientes (instituciones e instrumentos administrativos, penales, responsabilidad, etc.). Todo ello se aborda desde la perspectiva jurídico- administrativa de la protección del patrimonio natural y la biodiversidad en la regulación internacional, de la proveniente de la Unión Europea y especialmente las normas nacionales, estatales y autonómicas. Finalmente, se dedica un capítulo a la protección internacional de los polos como reservas naturales globales. Juan-Cruz Alli Turrillas, Profesor titular de Derecho administrativo de la UNED desde 2002. Doctor en Derecho y experto en ordenación del territorio por la UPV. Es coautor con B. Lozano Cutanda del manual Administración y Legislación ambiental (Dykinson, 9ª edición, 2016), y con Juan Cruz Alli Aranguren del Manual de Derecho urbanístico de Navarra (INAP, 2005) y el Estudio sistemático de la Ley del suelo (Dykinson, 2008). También ha publicado Fundaciones y Derecho administrativo (Marcial Pons, 2010) y La fundación, ¿Una casa sin dueño? (modelos comparados de gobierno y control de fundaciones) (Iustel, 2012). Asimismo ha publicado diversos artículos sobre otros temas jurídico-administrativos en revistas jurídicas especializadas. Profesor de Derecho administrativo en las Universidades de Navarra, Pública de Navarra y profesor invitado en la UDLA y UPAEP de Puebla (México) y en Fordham University Law School (USA). Ha sido también investigador visitante en NYU, Humboldt- Universität (Berlín) y en otros lugares de Francia, UK y Estados Unidos.

Book excerpt: Payments for Environmental Services (PES) are being considered worldwide with great interest and expectation. Proposals to create agreements in which beneficiaries of environmental services pay landowners directly for the provision or protection of these services are innovative and promising. But what real PES experiences are actually out there? This work assesses a range of PES or PES-type experiences in one country, Bolivia, in the fields of carbon sequestration, protection of watershed services, biodiversity and aesthetic landscape values. The report concludes that while none of the generally young initiatives adhere fully to the principle of PES as developed in the theoretical literature, many experiment with some of the relevant PES mechanisms. Protection of watersheds and landscape values are the most common types, though the implementing intermediaries often have underlying biodiversity-protection goals. Main obstacles to PES implementation include ideological resistance against the PES concept, the difficulty of building trust between buyers and sellers, and limited willingness to pay on behalf of service users. During their relatively short lifetime, basically all initiatives had been successful in making service sellers (PES recipients) better off in economic terms, while the effectiveness in achieving environmental objectives and securing positive social impacts so far remained more variable. In some cases, redesigning these initiatives to bring them closer to the full PES principles could also enable them to more effectively achieve positive environmental and livelihood outcomes.

Therefore, Biodiversity - A Challenge for Development Research and Policy was chosen as the title for an international conference which was held in Bonn in 1997 as one of the first major events organized by the then newly established North-South Centre for Development Research (ZEF) at Rheinische Friedrich-Wilhelms-Universitat Bonn (Germany). Since the ZEF, founded by the Senate of the University of Bonn in 1995, has played a central role in turning Bonn into a centre for international cooperation and North-South dialogue. The Centre is a product of the Bonn Berlin agreement of July 1994 which was adopted to offset the effects caused by the Parliament and much of the Government moving to Berlin. It fits in well with the double strategy to strengthen Bonn's position as an interna tional science arena and as an eminent place for development policy and the national and supranational agencies dealing with this issue.
