They stipulate the length of term the presidents can serve between elections and the number of terms that presidents are permitted to serve. While comparative scholarship has long studied important institutions such presidentialism vs. parliamentarism and the effects of different electoral systems, we lack a comprehensive understanding of the role and effects of presidential term limits. Yet presidential term limits and term lengths are one of the most fundamental institutions of democracy. By ensuring compulsory rotation in office, they are at the heart of a democratic dilemma. What is the appropriate trade-off between allowing the unrestricted selection of candidates at presidential elections vs. restricting selection procedures to prevent the possibility of dictatorial takeover by presidents who are unwilling to step down? In the context of a long and on-going history of changes to presidential term limits and the many and varied ways in which term limits have been both applied and avoided, this book explains the factors behind the introduction, stability, abolition, and avoidance of presidential term limits, as well as the consequences of changes to presidential term limits, and it does so in the context of non-democracies, third-wave countries, and consolidated democracies. Todos los documentos pertinentes, así como el texto de las intervenciones ante la Corte, se publican en este libro, al igual que el Informe de la Comisión de Venecia sobre el mismo tema, y el texto de varios de los amicus curiae presentados en el proceso ante la Corte Interamericana.

In this original and dynamic analysis of the fundamental processes shaping contemporary Russian politics, Richard Sakwa applies a new model based on the concept of Russia as a dual state. Russia's constitutional state is challenged by an administrative regime that subverts the rule of law and genuine electoral competitiveness. This has created a situation of permanent stalemate: the country is unable to move towards genuine pluralist democracy but, equally, its shift towards full-scale authoritarianism is inhibited. Sakwa argues that the dual state could be transcended either by strengthening the democratic state or by the consolidation of the arbitrary power of the administrative system. The future of the country remains open.

Unlike traditional Latin American dictatorships, those of the twenty-first century have not been established by the military but by civilian politicians who were voted into power by the people to govern their countries subject to the provisions of the constitution and the law. Once the leaders assumed the presidency, however, they ignored the constitution under which they were elected and replaced it with one tailored to their political ambitions, using the broad powers assigned to them to remain in power indefinitely. This is what Presidents Hugo Chávez and Nicolás Maduro in Venezuela, Evo Morales in Bolivia, Rafael Correa in Ecuador, Daniel Ortega in Nicaragua, and Nayib Bukele in El Salvador have all done. Hurtado explains the paradox of this new Latin American authoritarian trend occurring when, for the first time in the history of the subcontinent, democratic institutions governed in all countries, with the sole exception of Cuba.

Yet in the 1980s and 1990s, established party systems in Peru and Venezuela broke down, leading to the elections of outsider Alberto Fujimori and anti-party populist Hugo Chavez. Focusing on these two cases, this book explores the causes of systemic collapse. To date, scholars have pointed to economic crises, the rise of the informal economy, and the charisma and political brilliance of Fujimori and Chavez to explain the changes in Peru and Venezuela. This book uses economic data, surveys, and experiments to show that these explanations are incomplete. Political scientist Jason Seawright argues that party-system collapse is motivated fundamentally by voter anger at the traditional political parties, which is produced by corruption scandals and failures of representation. Integrating economic, organizational, and individual considerations, Seawright provides a new explanation and compelling new evidence to present a fuller picture of voters' decisions and actions in bringing about party-system collapse, and the rise of important outsider political leaders in South America.
