Oktober 1915 trat Bulgarien auf der Seite der Mittelmächte in den Ersten Weltkrieg ein, was letztlich zu großen Verlusten an Menschenleben, aber auch an Gebieten führte. Der 100. Wiederkehr dieses tragischen Datums war 2015 eine Tagung im Haus Wittgenstein gewidmet, deren Ergebnisse nun in diesem Band vorliegen. Insgesamt acht Beiträge behandeln die Vorgeschichte des Kriegseintritts, die Beziehungen Bulgariens zu seinen Nachbarn und zu Österreich-Ungarn sowie die Rezeption in österreichischen Schulbüchern und Ausstellungen. On 14 October 1915, Bulgaria entered World War I on the side of the Central Powers, which ultimately led to great losses of human life, but also of territories. The 100th anniversary of this tragic date was the subject of a conference in 2015 at Haus Wittgenstein, the results of which are now available in this volume. A total of eight contributions deal with the prehistory of the entry into the war, Bulgaria's relations with its neighbours and with Austria-Hungary, as well as its representation in Austrian educational textbooks and exhibitions.

Book excerpt: This collection of essays locates, investigates and challenges the manner in which the Balkans and the West have constructed each other since 1945. Scholars from the two sections of the continent explore a wide range of fiction, film, journalism, travel writing and diplomatic records both to analyse Western European balkanism and to study Balkan representations of the West over the last fifty years. The first section looks back to the Cold War, examining the divergent, often favourable images of the Balkans that existed in Western culture, as well as the variety of responses that appeared in South-East European writings on the West. The second section analyses the transitions that took place in representation during the 1990s. Here, contributors explore both the harsh denigration of the Balkans which came to dominate western discourse after the initial euphoria of 1989, and the emerging tradition of contesting Western balkanism in South-East European cultural production. Through this dual emphasis, the volume exposes the representational practices that help to maintain a deeply divided Europe, and challenges the economic and political injustices that result. Despite the rise to prominence of postcolonial theory, with its awareness of global inequality, the current crises in many parts of South-East Europe have received scant attention in literary and cultural studies. The Balkans and the West addresses this deficiency. Ranging in focus from Serbian cinema to Romanian travel literature, from Western economic writings to Yugoslav fiction, and from public discourse in Albania to NATO's vast propaganda machine, the essays offer wide insight into representation and power in the contemporary European context.

Along with the mounting electoral success for many of the parties there has also been a growing disenchantment with the political class which has led to a revolt against the current political 'establishment'. The events of September 11, 2001 and the 'War on Terror' have further aggravated tensions within the populations between those who feel they are the 'legitimate' citizens of the state and those who are considered 'outsiders'. The recent expansion of the EU's borders has also brought on fears of a surge of both legal and illegal immigration. All these factors have led to a growing number of cases of harassment and outbursts of violence aimed at asylum seekers and ethnic minorities in Europe. This book measures the effects of neo-populist groups on the current political establishment and illustrates how much political appeal neo-populist views have on making current political policy.

Book excerpt: This book centers on the Report of the International Commission to Inquire into the Causes and Conduct of the Balkan Wars, published in Washington in the early summer of 1914 by the Carnegie Endowment for International Peace. The volume was born from the conviction that the full assessment of the significance of the Carnegie Report—one of the first international non-governmental fact-finding missions with the intention to promote peace—requires a deeper exploration of the context of its birth. The authors examine how the countries involved in the wars handled the inquires of the Carnegie Commission and the role of the report in the remembrance of the wars in the respective states. Although the report considered both the Ottoman Empire and the Balkan nation-states insufficiently civilized to wage wars within the limits of the codes of conduct of international law, this orientalist conclusion can in part be explained by the liberal internationalist strategy of the Carnegie Endowment, and of the commission members’ professional, political, and ethnic background. Overshadowed by the outbreak of World War I, the Carnegie Report’s direct impact on international arbitration or international criminal law was limited, yet—in the authors’ opinion—it ultimately contributed to the further juridification of international relations
