Book excerpt: The 1986 report by the President's Blue Ribbon Commission on Defense Management (commonly known as the Packard Commission) made many recommendations to improve the management and organization of the Department of Defense (DOD). In February 1989, the President directed the Secretary of Defense to develop a plan to fully implement the Commission's recommendations, as well as to substantially improve defense management overall. In July 1989, the President approved and the Secretary issued the Defense Management Report (DMR) which outlined actions needed to improve DOD management. In January 1990, DOD issued a status report on DMR implementation that contained specific management improvement initiatives intended to (1) save an estimated $39 billion in program costs and (2) eliminate an estimated 42,900 civilian and military positions over fiscal year 1991-95. DOD's implementation of several of the DMR savings initiatives have been evaluated. Specific objectives were to (1) determine the status of those initiatives, (2) evaluate the savings estimated to result from implementing some major (high dollar) initiatives, and (3) determine whether the services have reduced the number of acquisition personnel since the Packard Commission's 1986 recommendation.

Book Defense Acquisition Observations Two Years After the Packard Commission Volume 2 Background Papers

Download or read book Defense Acquisition Observations Two Years After the Packard Commission Volume 2 Background Papers written by Barbara A. Bicksler and published by . This book was released on 1989 with total page 177 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1986 Packard Commission report recommended changes in the defense acquisition process to reduce development times and costs and to produce weapons better suited to war fighters' needs. These recommendations included restructuring the acquisition organization, improving the work force, overhauling the acquisition decision-making process, and reforming regulations. The Office of the Under Secretary of Defense for Acquisition requested this study to help inform the next administration about the current status of acquisition reform: what has been tried, what is working, and what isn't. It asked IDA to review developments within the Department in the last two years, to provide a progress report on acquisition reform, to make observations on the current status of the acquisition process, and to recommend priorities for further actions. Volume I of this report summarizes IDA's findings and recommendations. IDA provides an assessment of the extent to which DoD has implemented the kind of management that the Packard Commission advocated. It notes several improvements but concludes that DoD has not yet made the fundamental changes required to implement the Commission's basic philosophy. IDA recommended actions in several areas in the next administration: organization, decision-making, personnel and procurement practices. Volume II contains background papers that provide an in-depth examination of selected issues in support of these recommendations.

Book Making Defense Reform Work

Download or read book Making Defense Reform Work written by Joint Project on Monitoring Defense Reorganization and published by University Press of America. This book was released on 1988 with total page 90 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Project on Monitoring Defense Reorganization was initiated in 1987 to bring the collective experience of individuals who have served at the highest levels of the Department of Defense, both military and civilian, in defense industries and scientific establishment, and on relevant committees of the U.S. Congress, to bear on the complicated issues of defense management. The mandate was narrow: to assess the degree to which the requirement of the 1986 Goldwater-Nichols Defense Commission were being implemented, to evaluate the consequences of the steps that had been taken to date, and to determine if further measures to implement these two reform effortsóor additional kinds of reformsówere desirable. The general conclusion is the Department of Defense, in many areas, has made considerable progress toward implementing these changes. In force planning, programming and budgeting, and in the planning and conduct of military operation, there has been cautious movement toward effective implementation of the Goldwater-Nichols legislation and the recommendations of the Packard Commission. Reform of the weapon acquisition process has come much more slowly. In one key areaóthe participation of Congress in defense management and decision makingóthere has been very little change. This project was a joint effort of the Foreign Policy Institute of The Johns Hopkins University and the Center for Strategic and International Studies.

Book excerpt: Department of Defense (DOD) efforts to acquire goods and services are often complex and controversial. These efforts are referred to as defense acquisitions. The structure DOD utilizes to plan, execute, and oversee those activities is an intricate and multi-variate system of systems composed of the requirements, resource allocation, and acquisition systems. This system of systems has evolved over time, its foundation being the report published by the Packard Commission in 1986, many of whose recommendations became part of the Goldwater-Nichols Department of Defense Reorganization Act of 1986. This evolution continued, as the requirements system changed from a threat-based to a capabilities-based system; the resource allocation system added execution reviews and concurrent program/budget reviews; and the acquisition system became a flexible, tailored process. The complexity of this system of systems combined with the magnitude of personnel, activities and funding involved in its operation can result in problems, including inefficient operations, fraud/waste/abuse, and inadequate implementation or enforcement of the laws and regulations that govern it. Both DOD and Congress have worked to address these types of problems and accompanying issues over the years. In Fiscal Year (FY) 2009, a number of major efforts were undertaken to reform the acquisition progress. DOD issued ...

Available in PDF, EPUB and Kindle. Book excerpt: The thought of consolidating laboratories was not new. Over the last decade, this idea had grown out of the Packard Commission 's blue-ribbon study (begun in 1985) that looked at ways to operate the Department of Defense (DOD) in a more efficient and economical manner. David Packard, a former undersecretary of defense, headed a high-level team of investigators that focused on four core areas that were candidates for change: national security planning and budgeting, military organization and command, acquisition organization and procedures, and government-industry accountability. Packard 's final report, A Quest for Excellence (released in June 1986), proposed sweeping reforms, including substantial personnel reductions, to improve efficiency and save money in DOD. President Ronald Reagan directed implementation of the Packard Commission 's recommendations in National Security Decision Directive (NSDD) 219, issued on 1 April 1986. The model acquisition-reform plan called for the establishment of "strong centralized policies through highly decentralized management structures."

Book Linking Acquisition Decisionmaking With National Military Strategy

Download or read book Linking Acquisition Decisionmaking With National Military Strategy written by David R. Graham and published by . This book was released on 1990 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: This study describes the Defense Department's processes for planning, guidance, and decisionmaking and assesses how well they support the Secretary of Defense in developing effective, integrated military forces. First it describes the management practices advocated by the Packard Commission and earlier independent reviews of defense management, for designing and executing acquisition programs that are consistent with national military strategy and projected budgets. Next it reviews the long-standing concerns with DoD management that ultimately gave rise to the Goldwater-Nichols Act in 1986. The report then describes the resulting changes within DoD since 1986, including actions to implement Secretary Cheney's Defense Management Report. Finally, the report presents a prototype management system to illustrate one approach for establishing the advocated management practices within existing DoD organizations and processes, and offers an agenda for implementing this proposed system.

Download or read book The Department of Defense written by Roger R. Trask and published by Government Printing Office. This book was released on 2008 with total page 272 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume is a supplement to The Department of Defense: Documents on Establishment and Organization, 1944-1978. This book covers organizational changes in the Office of the Secretary of Defense between 1978 and the end of 2003. During this period there were frequent and substantial adjustments, some directed by congressional action and some by the secretary of defense. The most important legislation affecting the Department of Defense between 1978 and 2003, the Goldwater-Nichols Department of Defense Reorganization Act of 1986, received its impetus primarily from Congress rather than the Department of Defense. This law joins the amendments of 1949, Reorganization Plan No.6 of 1953, and the Department of Defense Reorganization Act of 1958 as one of the four major changes to the National Security Act of 1947. Because of its significance, the entire text of the Goldwater-Nichols Act is included in this publication, as well as important documents preceding its passage, including the report of the Packard Commission (1986). This collection includes documents detailing the functions of the Armed Forces and the Joint Chiefs of Staff as well as those pertaining to the roles and missions of the Armed Forces.
