Book excerpt: This essay seeks to clarify the relationship between dependence and underdevelopment by examining critically some of the major themes in the literature on dependency theory. Three principal arguments are evaluated: (1) that dependence inhibits economic growth; (2) that dependence results in an undesirable pattern of economic development; and (3) that dependence leads to an unviable pattern of development. It is suggested that most dependency theorists do not adequately distinguish between the effects of dependence per se and the effects of the capitalist mode of production in general. Making this distinction, the essay concludes that the effects of dependence per se tend to be overstated in the dependency literature.

What room for manoeuvre do these states have, and are they condemned to dependence? These are some of the questions Samir Amin confronts in Delinking. He argues that Third World countries cannot hope to raise living standards if they continue to adjust their development strategies in line with the trends set by a fundamentally unequal global capitalist system over which they have no control. The only alternative, he maintains, is for Third World societies to 'delink' from the logic of the global system - each country submitting its external economic relations to the logic of domestic development priorities, which in turn requires a broad coalition of popular forces in control of the state. Delinking, he shows, is not about absolute autarchy, but a neutralizing of the effects of external economic interactions on internal choices.

Between 1950 and 1980 alone, the per capita income gap between low-income and industrialized countries grew from $3,677 to $9,648. In addition, within the developing nations themselves, an ever-widening gap separates the rich from the poor. Other evidence suggests that middle-income countries may be gaining on the rich countries. Some research shows that the gap in education and health is narrowing rather rapidly, and studies of domestic inequality have revealed that growth with equity has occurred in a number of developing nations that have committed themselves to such a policy. This volume presents the evidence for both sides of the debate. It begins by stating the conventional wisdom–that international and internal gaps are widening–and goes on to examine the major explanations offered, which focus on culture, urban bias, dependency, and world-system analysis. The book then presents empirical studies on the existence and causes of the gap, as well as key case studies that challenge the conventional wisdom.
