Book excerpt: Waste minimization, as mandated by the Congress, requires, the elimination or reduction of the generation of waste as its source, that is, before it can become waste. This audit was made to determine the adequacy of DOE's efforts to minimize the generation of waste. The audit emphasized radioactive and other hazardous waste generation at DOE's nuclear weapons production plants and design laboratories. We included waste minimization activities and actions that can be taken now, in contrast to the long-range weapons complex modernization effort. We reviewed waste minimization activities within the Office of Environmental Restoration and Waste Management (EM), the Office of the Assistant Secretary for Defense Programs (DP), the Hazardous Waste Remedial Action Program Office, and the Waste Minimization Management Group (WMMG) in the Albuquerque Field Office. Waste minimization programs were examined in detail at the three largest nuclear weapons production facilities -- the Rocky Flats plant, which manufactures plutonium parts; the Y-12 facility, which produces uranium components; and the Savannah River site, which manufactures and loads tritium -- and two of DOE's weapons design laboratories, Los Alamos and Sandia.

Book excerpt: The Department of Energy's Environmental Management Program (DOEEM) is one of the largest environmental clean up efforts in world history. The EM division charged with developing or finding technologies to accomplish this massive task, its Office of Science and Technology (OST), has been reviewed extensively, including six reports from committees of the National Research Council's (NRC's) Board on Radioactive Waste Management (BRWM) that have been released since December 1998. These committees examined different components of OST's technology development program, including its decision-making and peer review processes and its efforts to develop technologies in the areas of decontamination and decommissioning, waste forms for mixed waste, tank waste, and subsurface contamination. Gerald Boyd, head of OST, asked the Board on Radioactive Waste Management (BRWM) to summarize the major findings and recommendations of the six reports and synthesize any common issues into a number of overarching recommendations.

While DOE is making a concerted effort to properly dispose of this waste, the amount translates to a multi-decade effort that will require handling, characterizing, and shipping hundreds of thousands of waste containers at a total cost of billions of dollars. This report describes basic scientific research that can lead to new technologies for performing these tasks more safely and cost effectively.

The need to openly communicate ideas and concepts in a cost-effective manner is essential in an organization that has such diverse components as research and development, weapons production, and power generation. This approach is in contrast to the historic DOE culture developed within the cold war period in which compartmentalization, independence, and secrecy were stressed. DOE has now recognized that for any pollution prevention program to be successful, the many diverse elements of the organization must share information. Avenues for such information exchange are examined in this report.

Generation avoidance, reduction or recycling of wastes is an important goal in maintaining efficiency of ORNL R & D activities and protection of workers, the public, and the environment. Waste minimization is defined as any action that minimizes or eliminates the volume or toxicity of waste by avoiding its generation or recycling. This is accomplished by material substitution and inventory management, process modification, or recycling wastes for reuse. Waste reduction is defined as waste minimization plus treatment which results in volume or toxicity reduction. The ORNL Waste Reduction Program will include both waste minimization and waste reduction activities.

The paper focuses on the contractor support role assigned to Martin Marietta Energy Systems, Inc., through the establishment of the HAZWRAP Support Contractor Office (SCO). The major SCO programs are described, and the organization for managing the programs is discussed. The HAZWRAP SCO approaches to waste management planning and to technology research, development, and demonstration are presented. The role of the SCO in the DOE Environmental Restoration Program and the development of the DOE Waste Information network are reviewed. Also discussed is the DOE Work for Others Program, where waste management decentralized support, via interagency agreements between DOE and the Department of Defense and DOE and the Environmental Protection Agency, is provided for those sponsors planning remedial response actions. 2 refs.
