Book excerpt: Although it is impossible to predict the future, the operational environment of 2025 and beyond may require additional military support to the United States Government's agencies in Foreign Disaster Relief (FDR). Global climate change, urbanization, growing natural resources scarcity, and other factors will increase the need for humanitarian assistance (HA) and disaster relief. At the same time, the Department of Defense (DoD) is undergoing budget and force reductions. The confluence of these factors and interaction of these variables in the current and future operational environment may require increased FDR capability and support from the military. Options for how the DoD will address FDR should be explored. Given the unique capabilities of the United States Army Reserve (USAR), congruent with FDR, the USAR may be best suited for the primary role in FDR missions. This monograph explores the current and future environment and provides analysis of the USAR to serve as a DoD option with a primary responsibility in FDR. The DoD's involvement in supporting the USG humanitarian assistance and disaster response (HADR) efforts through FDR will likely increase due to changing environmental conditions caused by climate change. Climate change is a major contributor to emerging natural resource scarcity, the increase in frequency of natural disasters, and other extreme weather events that influence the economic, social, and political stability of impacted nations. Insurgents and malign actors can capitalize on the prevailing unstable conditions created or exacerbated by climate change events or impacts. In addition, as nations have closed their borders to US presence, interaction, and influence, USG efforts in FDR can be a valuable tool to break down barriers and foster diplomacy.

Book excerpt: The suspected impact of climate change on natural hazards, as identified by the Inter-governmental Panel for Climate Change, is expected to lead to a world where natural disasters are more frequent and severe in nature. This thesis investigates how climate change, in particular its effect on natural disasters, will impact the Department of Defense (DoD) mission to support stability worldwide through military Foreign Disaster Relief (FDR). To do that, it examines the question, why does the United States government (USG) authorize military FDR operations? The thesis develops 12 hypotheses pertaining to political and apolitical motivations and assesses them by conducting a qualitative comparative analysis of 12 recent hydrometeorological disasters. The findings of this research suggest, first, that military FDR operations are conducted to maintain stability of nations, regions, and the world order. Second, they suggest the USG is less likely to authorize military FDR in a consistent method due to the number of factors it takes into consideration. Lastly, the USG's decision to authorize military FDR operations is not constrained by resources-such as equipment or the federal budget. In terms of climate change, increases in the frequency and severity of natural disasters is likely not to have a significant impact on military FDR operations. Book excerpt: The President can provide emergency humanitarian assistance through several sources whose funding is authorized and appropriated by Congress. These are: funds appropriated to the Office of Foreign Disaster Administration (OFDA) in the Agency for International Development (USAID); U.S. Department of Agriculture food aid programs under P.L. 480 Food for Peace and section 416 (b) of the Agriculture Act of 1949; the State Department Emergency Refugee and Migration Account (ERMA) a contingency account which can contain as much as $100 million for assistance to refugees fleeing persecution; and funds appropriated to the Department of Defense, Overseas Humanitarian and Disaster and Civic Aid (OHDACA). These funds are also available for some non-emergency programs. In addition, the President has the authority to draw down defense equipment and direct military personnel to respond to disasters and provide space-available transportation on military aircraft and ships to private donors who wish to transport humanitarian goods and equipment in response to a disaster. Finally, the President can request other government agencies to assist within their capabilities. In FY2004 the United States contributed more than $2.4 billion to disaster relief worldwide. This report will be updated as events warrant.

Book excerpt: The United States uses humanitarian assistance and disaster relief efforts after manmade and natural disasters to meet long-term strategic goals and reduce human suffering. Each fiscal year these humanitarian assistance and disaster relief projects are primarily administered through the Department of State and the Department of Defense. In the past decade, the frequency and intensity of man-made and natural disasters has increased, subsequently increasing the number of individuals living in vulnerable or recovering communities around the globe. However, overall spending on humanitarian assistance by the United States has decreased compared to levels of assistance provided in the past. As a result, it has become imperative that financial and physical assistance is allocated as effectively and efficiently as possible in order to truly decrease human suffering. The focus of this thesis is on Department of Defense projects funded through the Overseas Humanitarian, Disaster, and Civic Aid (OHDACA) Appropriation program. Currently, there is no transparent, geographically scalable, data driven, or consistent process used by the Department of Defense for their site selection decision-making process. Therefore, the Department is criticized for potentially selecting a suite of ineffective, repetitive, biased projects for funding. To help combat this issue, the Army Corps of Engineers has designed a decision process incorporating multi criteria decision analysis, presented here. This proposed process will create transparency, allow for flexibility, apply to all regions of the globe, and ultimately increase effectiveness of Department of Defense humanitarian assistance and disaster relief projects.

Book excerpt: What actions, if any, will make foreign humanitarian assistance and disaster response (FHA/DR) operations in the Department of Defense (DOD) more effective? The requirement for interagency responses to events of great magnitude has created the need for leaders of those participating organizations to grasp what is required of them during those instances. The DOD will achieve increased effectiveness in FHA/DR operations by educating strategic and operational leaders on their authorities during FHA/DR operations. This fundamental education will lead directly to the informed achievement of clearly articulated strategic objectives, in whole or in part, through the more effective arrangement of tactical actions in time, space, or purpose. The ambiguous role of the military in a disaster response is nothing new. Congress early rationalized such measures as legitimate when it considered them to be in the national interest. Following a violent earthquake in Caracas, Venezuela in 1812, the US Congress ultimately passed legislation to deliver foreign aid. The earthquake in Venezuela that precipitated the United States' first foreign disaster assistance mission killed 10,000 people in Caracas alone. American newspapers carried accounts of bodies littering the debris and orphaned children wailing for lost parents. Prompted by these reports, Alexander Scott, an American diplomatic representative to Caracas who had not yet departed for his post, urged Congress to send food to the victims. The Venezuelans also requested assistance. Congress responded by appropriating $50,000 for relief supplies to be administered by Scott upon his arrival in the country. US vessels transported the relief commodities, flour in this instance, to the beneficiaries in the devastated area. Unfortunately, the donation arrived in May but Scott did not land until June. In the meantime, the royalists, then battling revolutionaries for control, seized many of the supplies and did not distribute them. They also impounded the vessels and crews that had brought the supplies and released both only after extended negotiations. However, despite all the problems, food reached some of the people and saved them from starvation.

Book excerpt: Foreign humanitarian assistance (FHA) activities conducted by US Armed Forces range from steadystate program activities supporting geographic combatant commanders (GCC) security cooperation and related programs to conducting limited contingency operations in support of another United States Government (USG) department or agency. FHA activities include foreign disaster relief (FDR) and other activities that directly address a humanitarian need. FHA operations can be supported by other activities conducted by US military forces or they may be conducted concurrently with other types of related operations and activities such as dislocated civilian support, security operations, and foreign consequence management. FHA operations (including FDR operations) are normally conducted in support of the United States Agency for International Development (USAID) or the Department of State (DOS). FHA provided by US forces is limited in scope and duration; designed to supplement or complement the efforts of the host nation (HN) that has the primary responsibility for providing that assistance; and may support other USG departments or agencies. Although US military forces are organized, trained, and equipped to conduct military operations that defend and protect US national interests, their inherent, unique capabilities may be used to conduct FHA activities.
