Book Reform of Program Budgeting in the Department of Defense

Download or read book Reform of Program Budgeting in the Department of Defense written by Jerry McCaffery and published by . This book was released on 2004 with total page 67 pages. Available in PDF, EPUB and Kindle. Book excerpt: The PPBE system is the policy development, resource planning, and budgeting process for national defense. This paper reviews and evaluates changes made from PPB to PPBE. The change to PPBE merged separate programming and budget reviews into a single review cycle, done simultaneously rather than sequentially. Second, it incorporated a biennial budget process matched to national electoral cycles. Major strategic changes would be made in the second and fourth year of a Presidential term and minimal updating change made in the first and third years. Third, it fixed timing of the process so that planning and budgeting were clearly derivative processes driven by the Quadrennial Defense Review and the National Military Strategy. Fourth, it changed the cycle for Office of the Secretary of Defense (OSD) provision of the top level planning information to the military departments and services from annual to biennial. The result of these changes was to create a two-year decision cycle with a complete review in year one followed by limited incremental review in year two. This was meant to decrease turbulence and reduce unnecessary re-making of decisions. The desired outcome was that decisions would be made more quickly and provide the right defense products faster, while the "off-year" would help improve the focus on budget execution.

Book The Army and Vietnam

Download or read book The Army and Vietnam written by Andrew F. Krepinevich Jr. and published by JHU Press. This book was released on 1986-05-01 with total page 455 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many senior army officials still claim that if they had been given enough soldiers and weapons, the United States could have won the war in Vietnam. In this probing analysis of U.S. military policy in Vietnam, career army officer and strategist Andrew F. Krepinevich, Jr., argues that precisely because of this mindset the war was lost before it was fought. The army assumed that it could transplant to Indochina the operational methods that had been successful in the European battle theaters of World War II, an approach that proved ill-suited to the way the Vietnamese Communist forces fought. Theirs was a war of insurgency, and counterinsurgency, Krepinevich contends, requires light infantry formations, firepower restraint, and the resolution of political and social problems within the nation. To the very end, top military commanders refused to recognize this. Krepinevich documents the deep division not only between the American military and civilian leaders over the very nature of the war, but also within the U.S. Army itself. Through extensive research in declassified material and interviews with officers and men with battlefield experience, he shows that those engaged in the combat understood early on that they were involved in a different kind of conflict. Their reports and urgings were discounted by the generals, who pressed on with a conventional war that brought devastation but little success. A thorough analysis of the U.S. Army's role in the Vietnam War, The Army and Vietnam demonstrates with chilling persuasiveness the ways in which the army was unprepared to fight—lessons applicable to today's wars in Afghanistan and Iraq.

We print the paperback book so you don't have to. First you gotta find a good clean (legible) copy and make sure it's the latest version (not always easy). Some documents found on the web are missing some pages or the image quality is so poor, they are difficult to read. If you find a good copy, you could print it using a network printer you share with 100 other people (typically its either out of paper or toner). If it's just a 10-page document, no problem, but if it's 250-pages, you will need to punch 3 holes in all those pages and put it in a 3-ring binder. Takes at least an hour. It's much more cost-effective to just order the bound paperback from Amazon.com This book includes original commentary which is copyright material. Note that government documents are in the public domain. We print these paperbacks as a service so you don't have to. Book 7 Deadly Scenarios

Download or read book 7 Deadly Scenarios written by Andrew Krepinevich and published by Bantam. This book was released on 2009-01-27 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: A global pandemic finds millions swarming across the U.S. border. Major American cities are leveled by black-market nukes. China’s growing civil unrest ignites a global showdown. Pakistan’s collapse leads to a hunt for its nuclear weapons. What if the worst that could happen actually happens? How will we respond? Are we prepared? These are the questions that Andrew F. Krepinevich asks—and answers—in this timely and often chilling book. As a military expert and consultant, Krepinevich must think the unthinkable based on the latest intelligence and geopolitical trends—and devise a response in the event our worst nightmares become reality. As riveting as a thriller, 7 Deadly Scenarios reveals the forces—both overt and covert—that are in play; the real ambitions of world powers, terrorist groups, and rogue states; and the actions and counteractions both our enemies and our allies can be expected to take—and what we must do to prepare before it’s too late.

Book Military transformation actions needed to better manage DOD s joint experimentation program

Download or read book Military transformation actions needed to better manage DOD s joint experimentation program written by and published by DIANE Publishing. This book was released on 2002 with total page 42 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Department of Defense (DOD) considers the transformation1 of the U.S. military a strategic imperative to meet the security challenges of the new century. In October 1998, DOD established a joint concept development and experimentation program to provide the engine of change for this transformation. The U.S. Joint Forces Command, the executive agent of the program, carries out experiments-with support from the military services, the combatant commands, and other DOD organizations-to explore and analyze new joint operational and organizational concepts. The experiments can include studies and analyses, conferences, workshops, seminars, war games, and simulated or live field experiments. On the basis of these experiments, the Joint Forces Command recommends changes aimed at achieving significant improvements in joint capabilities. The Joint Requirements Oversight Council2 reviews the Command's recommendations, and the Chairman of the Joint Chiefs of Staff is responsible for approving them. The Council also oversees the implementation of approved recommendations. The cumulative changes are expected to contribute to the way U.S. military forces are transformed. In November 2001, DOD also created an Office of Force Transformation to foster innovation and experimentation and assist the Secretary of Defense to develop guidance and identify strategies and policies for transformation. Because of the central role DOD's joint experimentation program plays in military transformation, we reviewed related activities to determine whether changes are needed to improve the program's ability to focus on future joint operations, military transformation, and the rapid integration of results.
