This book was released on 2014 with total page 24 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Public Accounts Committee report examines the Education Funding Agency and Department for Education 2012-13 financial statements. Since it was set up in April 2012, the Education Funding Agency (the Agency) has succeeded in getting money to education providers on time. In 2012-13, the Agency distributed £51 billion of capital and revenue funding for 10 million learners to local authorities, academies, academy trusts, further education institutions, sixth-form colleges and other types of education providers. Between 2012-13 and 2015-16, the Agency expects that the number of all education providers it funds will increase by around 50% to almost 12,000, of which nearly 7,000 will be academies. At the same time, the Agency plans to reduce its administration costs by 15%, a huge challenge. It should improve efficiency, transparency and accountability in the education sector, especially in respect of the growing number of academies, but lacks the systems and data it needs. The Agency has not yet achieved an acceptable level of compliance with its reporting requirements and the Committee finds it is too reactive and does not spot risks or intervene in schools quickly enough. Not enough is known about conflicts of interest in academies and the risk they pose to the proper use of public money, not The Agency has no way of knowing whether academy chief executives and trustees are 'fit-and-proper persons', and there are flaws in the methodology used to consolidate the accounts of academies, as well as data quality issues, which undermine accountability.

Download or read book Delivering Social Welfare written by Derek Birrell and published by Policy Press. This book was released on 2016-12-14 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: As the system of governance and delivery of social welfare in the UK radically changes, this important new book argues that the extent of this change is such that it could be considered a fundamental transformation or even a revolution. It shows how a new public governance perspective has replaced the dominance of new public management, reflecting the increasingly plural and fragmented nature of public policy implementation. Drawing on examples across a range of policy areas it assesses how changes in social policy and governance interact in the delivery of the main areas of social policy and social welfare. The book will be essential reading for researches, students and policy makers.

This book was released on 2013-04-23 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Academies are funded directly by central government, directly accountable to the Department for Education, and outside local authority control. They have greater financial freedoms than maintained schools. By September 2012 the number of open academies had increased tenfold, from 203 to 2,309. Academies are the Department's chosen vehicle for school reform, but increasing schools' autonomy and removing them from local authority control gives the Department responsibility for ensuring value for money. The Department has incurred significant costs from the complex and inefficient system it has used for funding the Academies Programme and its oversight of academies has had to play catch-up with the rapid growth in academy numbers. In the two years from April 2010 to March 2012, the Department spent £8.3 billion on Academies; £1 billion of this was an additional cost to the Department not originally budgeted for this purpose, some of which was not recovered from local authorities. The Department must improve the efficiency of its funding mechanisms and stop the growth in other costs. Furthermore, the Department has yet to establish effective school-level financial accountability for academies operating within chains. What will determine whether the Department ultimately achieves value for money is academies' impact on educational performance relative to the investment from the taxpayer. If the Department is to be held properly to account for its spending on academies, it must insist that every Academy Trust provides it with data showing school-level expenditure, including per-pupil costs, and with a level of detail comparable to that available for maintained schools.

Available in PDF, EPUB and Kindle. Book excerpt: Evidence use is now part of the rhetoric of educational research, policy and practice. Grounded in the contention that using evidence can help educationalists develop better solutions to the key issues facing teaching and learning today, Chris Brown seeks to develop a complex, rich and socially situated framework to aid researchers, practitioners and policy-makers to better understand how evidence-informed policy and practice can be successfully conceived and enacted. In Evidence-Informed Policy and Practice in Education, Brown journeys through his past empirical work while also employing the ideas of a number of key social theorists and philosophers, including Baudrillard, Eco, Flybjerg, Kant and Aristotle, in order to give 'research on evidence use' a more rigorous conceptual underpinning. Examining and critiquing evidence use both by schools and government and critically engaging with topics as wide ranging as consumption and rationality, Brown concludes by setting out an overarching model of evidence-informed policy and practice. In doing so, he also provides a compelling vision for the future role of researchers both within this model and for the promotion of evidence generally.
