Many countries now have publicly funded elite sports strategies which provide specialist facilities and support staff and often provide direct financial support for athletes. These developments have stimulated academic interest in describing the elite sport systems, analysing the processes by which policy is established and evaluating the impact of these policies on elite athlete success. Far less attention has been placed on the operation of the elite sports systems and on how the system interfaces with the athlete. The aim of this book is to refocus attention on the management and operation of systems designed to deliver elite success. The book draws on the theoretical literature in implementation, organisation theory, leadership and complexity. This provides an initial context for analysis and a stimulus for theory development around key questions such as: How do coaches manage their relationship with athletes? How does talent identification operate in practice? Do coaches fulfil the role of gatekeeper between the athlete and other elements of the sports system e.g. sports science support? How do managers, support staff and athletes interpret the expectations placed on them? The first part of the book focuses on aspects of the effectiveness of elite sports systems and the second explores aspects of systems operation focused on the interface between the athlete and the sport development system, and cross-cutting themes within the book include the management of talent identification and coach development. Book excerpt: This Public Accounts Committee report examines the Education Funding Agency and Department for Education 2012-13 financial statements. Since it was set up in April 2012, the Education Funding Agency (the Agency) has succeeded in getting money to education providers on time. In 2012-13, the Agency distributed £51 billion of capital and revenue funding for 10 million learners to local authorities, academies, academy trusts, further education institutions, sixth-form colleges and other types of education providers. Between 2012-13 and 2015-16, the Agency expects that the number of all education providers it funds will increase by around 50% to almost 12,000, of which nearly 7,000 will be academies. At the same time, the Agency plans to reduce its administration costs by 15%, a huge challenge. It should improve efficiency, transparency and accountability in the education sector, especially in respect of the growing number of academies, but lacks the systems and data it needs. The Agency has not yet achieved an acceptable level of compliance with its reporting requirements and the Committee finds it is too reactive and does not spot risks or intervene in schools quickly enough. Not enough is known about conflicts of interest in academies and the risk they pose to the proper use of public money, not The Agency has no way of knowing whether academy chief executives and trustees are 'fit-and-proper persons', and there are flaws in the methodology used to consolidate the accounts of academies, as well as data quality issues, which undermine accountability.

Book excerpt: Academies are funded directly by central government, directly accountable to the Department for Education, and outside local authority control. They have greater financial freedoms than maintained schools. By September 2012 the number of open academies had increased tenfold, from 203 to 2,309. Academies are the Department's chosen vehicle for school reform, but increasing schools' autonomy and removing them from local authority control gives the Department responsibility for ensuring value for money. The Department has incurred significant costs from the complex and inefficient system it has used for funding the Academies Programme and its oversight of academies has had to play catch-up with the rapid growth in academy numbers. In the two years from April 2010 to March 2012, the Department spent £8.3 billion on Academies; £1 billion of this was an additional cost to the Department not originally budgeted for this purpose, some of which was not recovered from local authorities. The Department must improve the efficiency of its funding mechanisms and stop the growth in other costs. Furthermore, the Department has yet to establish effective school-level financial accountability for academies operating within chains. What will determine whether the Department ultimately achieves value for money is academies' impact on educational performance relative to the investment from the taxpayer. If the Department is to be held properly to account for its spending on academies, it must insist that every Academy Trust provides it with data showing school-level expenditure, including per-pupil costs, and with a level of detail comparable to that available for maintained schools.
