A wide variety of issues affected by liberal ideology, including conscription, conscientious objection, military mission, military ethics and the professional identity of soldiers are addressed in the book. The empirical analysis draws on the cases of the German Bundeswehr (from the 1950s onwards), the Swedish Armed Forces (the transformation after the end of the Cold War), and the British Armed Forces (from the beginning of the twentieth century onwards). The book’s examination of these cases reveals that specific policies, institutions and practices are preferred because of their relation to liberalism. Since Samuel Huntington’s seminal book The Soldier and the State the literature on civil-military relations and military sociology depicts the relationship between liberal ideology and military security as intrinsically antithetical. This book is conceived as a critical debate with Huntington. Contrary to the notion of antithetical societal-military relationship, this book demonstrates that a meaningful adaptation of the military to the principles possessed by its parent society can be, more often than not, desirable also from the perspective of security strategy. This book will be of considerable interest to students of civil-military relations, military sociology, Western European politics, security studies and IR.

While privatization is not a new concept for the US military, the public debate on military privatization is limited to legal, financial, and pragmatic concerns. A critical assessment of the ethical dimensions of military privatization in general is missing. More specifically, in light of the increased reliance upon armed contractors, it must be asked whether it is morally permissible for governments to employ them at all. To this end, this book explores four areas that highlight the ethical implications of using armed contractors: how armed contractors are distinct from soldiers and mercenaries; the commodification of force; the belligerent equality of combatants; and the impact of armed contractors on the professional military. While some take an absolutist position, wanting to bar the use of private military altogether, this book reveals how these absolutist arguments are problematic and highlights that there are circumstances where turning to private force may be the only option. Recognising that outsourcing force will continue, this book thus proposes some changes to account for the problems of commodification, belligerent equality, and the challenge to the military profession. Book excerpt: This book analyses how and to what extent ex-communist states have adjusted their defence strategies since joining the EU and NATO, and how differences and similarities between their strategies can be explained. Between 1999 and 2013, four phases of enlargement took place when the European Union (EU) and NATO allowed 11 new former communist states to enter both organisations. These states share some common attributes and experiences related to strategic culture and common experiences during the Cold War era that can potentially explain similarities in behaviour and preferences among them. However, the strategic adjustments among these states are far from uniform. In an effort to explain these differences, the book introduces three intervening variables: (1) differences in relative power and position in the international system, (2) national geographical characteristics; and (3) historical experiences related to formative periods of state-building processes as well as wars and armed conflicts. Empirically, the book strives to present and analyse the defence strategies of each of the new allies by conducting a structured focused comparison of official strategic documents from the twenty-first century for each of the 11 cases. Theoretically and methodologically, it introduces an analytical framework enabling us to explain both similarities and differences in the formulation of the strategies of the 11 states, and to shed light on their external and internal efforts to promote their strategic interest by operationalising the dependent variable - defence strategy. The analytical framework combines elements of structural realism with classical realism, and constructivist research on unit-level characteristics related to relative power and perceptions of strategic exposure. This book will be of much interest to students of strategic studies, European Union policy, NATO and International Relations in general.

When searching for potential explanations for different strategic behaviours among the middle powers, their unique regional characteristics are a key focus and, consequently, the impact of the structure and polarity, as well as the patterns of amity and enmity, of the regional context are analysed. The empirical investigation is focused on security strategies used since the terrorist attacks 9/11 2001, which was one of the first major challenges to US hegemony. Shaped by insecurity and a lack of self-fulfilment, it refers to the processes by which actors gain a sense of self-identity, purpose, and self-esteem through appropriating the achievements and experiences of others. As this book argues, it is also an under-appreciated and increasingly relevant strategy of international relations. According to this theory, states identify and establish special relationships with other nations (often in an aspirational way) in order to strengthen their sense of self, security, and status on the global stage. This identification is also central to the politics of citizenship and can be manipulated by states to justify their global ambitions. For example, why might the United States look at Israel as a model for its own foreign policies? What shaped the politics of Brexit and why is the United Kingdom so attached to its transatlantic "special relationship" with the United States? And, why did Denmark so enthusiastically ally with the United States during the global War on Terror? Vicarious identity, as the authors argue, is at the core of these international dynamics. Vicarious Identity in International Relations examines the ways in which vicarious identity is relevant to global politics: across individuals; between citizens and states; and across states, regional communities, or civilizations.
