Book excerpt: Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nations̀ first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitats̀ Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

Book excerpt: Single family homes in urban areas that are available for renovation by nonprofit developers are often in rough shape (1MM to 2MM nationally). Budgeting has historically focused on improving homes to meet basic housing standards. A rising interest in the long-term impact of homeownership has introduced the need to balance basic needs with home performance. This demonstration project aims to help nonprofit affordable housing developers become familiar with three Building America performance measures, the installation processes, and impacts and benefits of each. A story and a half home in North Minneapolis, MN was presented by Urban Homeworks our local nonprofit partner. The team helped them install three researched upgrade measures: exterior roof insulation or 'overcoat, ' exterior foundation insulation, or 'excavationless', and a combined space and water heating HVAC system or 'combi'. To maximize efficiency of application and to address budget issues, the Team worked with Urban Homeworks to identify ways to use volunteers and construction training programs to install the measures. An open invitation to visit the job site was extended to other nonprofit developers and industry partners to encourage dialog about the systems during live installation.

Belvoir, including both detached and duplex type housing units, have been selected as prototypes' for this limited scope energy study. In general, these housing units are in good condition, but are not energy efficient by today's standard. In order to meet the requirements of Executive Order 12902 (March 8, 1994): Energy Efficiency and Water Conservation at Federal Facilities', various types of passive and active energy conservation measures were selected for detailed study to determine their viability based on life cycle cost analysis. Active' measures include those which require the installation of new or replacement electrical/mechanical equipment which would improve the energy performance of the operation of housing units as a whole, such as high efficiency lighting fixtures, programmable thermostats and whole house fans, etc. Passive' measures include those which improve the thermal characteristics of the structure, such as addition of insulation to exterior walls/attic/crawl space, addition of storm windows or replacement of single pane with double pane type, etc. The intent of the study is to establish the current level of energy consumption for each of the prototype housing groups (baselines'), and to recommend energy conserving options, known as Energy Conservation Opportunities' (ECOs), which demonstrate through heating and cooling load calculations and life cycle cost simulations to be economically viable. The ECOs which meet the criteria of Energy Conservation Investment Program (ECW) are then packaged for funding requisition purposes, and recommendations for these prototypes may be applied to other housing groups on base with similar characteristics and projected performance.
