This book provides a very timely investigation into the progress and setbacks over that period, the challenges that remain and the prospects for future democratization in Africa. It commences with an overall assessment of the (lack of) progress made from 1990 to 2010, exploring positive developments with reasons for caution. Based on original research, subsequent contributions examine various themes through country case-studies, inclusive of: the routinisation of elections, accompanied by democratic rollback and the rise of hybrid regimes; the tenacity of presidential powers; the dilemmas of power-sharing; ethnic voting and rise of a violent politics of belonging; the role of ‘donors’ and the ambiguities of ‘democracy promotion’. Overall, the book concludes that steps forward remain greater than reversals and that typically, though not universally, sub-Saharan African countries are more democratic today than in the late 1980s. Nonetheless, the book also calls for more meaningful processes of democratization that aim not only at securing civil and political rights, but also socio-economic rights and the physical security of African citizens. The countries discussed—South Africa, Ghana, Nigeria, Ethiopia, Egypt and Tunisia—represent a diverse set of social and political circumstances and different levels of democratic achievement, providing a rich set of case studies. Each sample state also offers an internal comparison, as each has historically experienced different stages of democratization. Along the course of each case study, the book also considers the effect that other traditionally studied factors, such as culture, colonization, economic development and foreign aid, may have had on individual attempts at democratization. The first extensive work on civil society and democratization in Africa, the book adds new insights to the applicability of democratization theory in a non-Western context, both filling a gap in and adding to the existing universal scholarship. For most Africans, incomes are lower than they were two decades ago, health prospects are poorer, malnourishment is widespread, and infrastructures and social institutions are breaking down. An array of factors have been offered to explain the apparent failure of development in Africa, including the colonial legacy, social pluralism, corruption, poor planning and incompetent management, limited in-flow of foreign capital, and low levels of saving and investment. Alone or in combination, these factors are serious impediments to development, but Claude Ake contends that the problem is not that development has failed, but that it was never really on the agenda. He maintains that political conditions in Africa are the greatest impediment to development. In this book, Ake traces the evolution and failure of development policies, including the IMF stabilization programs that have dominated international efforts. He identifies the root causes of the problem in the authoritarian political structure of the African states derived from the previous colonial entities. Ake sketches the alternatives that are struggling to emerge from calamitous failure--economic development based on traditional agriculture, political development based on the decentralization of power, and reliance on indigenous communities that have been providing some measure of refuge from the coercive power of the central state. Ake's argument may become a new paradigm for development in Africa.

Can the dynamics of a transition influence its outcome? Under what circumstances has democracy been consolidated in Africa? This trilogy of questions has become necessary in light of the current democratic wave engulfing Africa and the rest of the world. In examining the conditions that initiate democratic transitions, this book investigates the circumstances under which democracy movements have operated between 1980 and 1990. It concludes that, contrary to dominant democratic theory, the transitions to democracy in Africa have occurred under declining levels of development. With regard to transitions, the book recognizes that they have their own dynamics. Two main types of transitions are discerned: top-down and bottom-up. The book argues that in spite of the restrictive nature of top-down transitions, they offer a better opportunity for democratic consolidation because of the consensus between elites of the pro-democracy regime and their counterparts in the authoritarian regime, a condition that is normally absent under bottom-up transitions. Finally, relying on the cases of consolidated democracies, the book derives an African democracy model. The model delineates five main conditions that facilitate democratic consolidation, including good leadership, relevant political institutions, external support, civic space, and a reasonable level of development. It cautions, however, that these are not sufficient conditions, nor are all of them necessary. Since countries have unique historical circumstances, specific countries will have to combine conditions in the model that are relevant to that society to consolidate its democracy. The right combination will depend on the specific needs of the individual country.

While the concept of governance is considered to be central to political science, our understanding of it is still imprecise, with extant studies focused primarily either on think-tank indicators, economic management, or political studies of democratization. This book critically examines the record on democratization in Africa thus far, and seeks a new, integrated, focused approach to the study of governance. Such an approach requires revisiting the concept of governance itself, with emphasis on certain decisive components and critical issues. Considered in a democratic framework, the concept of governance can be employed to cast light on accountability issues in several arenas, four of which are considered in detail in this volume: institutions and the rule of law; constitution-making, elections, and political conflict settlement; distribution of power and citizenship; and political economy and corruption. Similarly, both scholars and activists have shown interest in how associational life-and with it a civil society-might be enhanced in the countries of the African continent. Much less concern, however, has been directed to the communications media, although they form a vital part of this process. Media and Democracy in Africa provides the first comprehensive and up-to-date assessment of the role of the media in political change in sub-Saharan Africa. The central argument of the volume is that while the media may still be relatively weak compared to their positions in liberal democracies, they have come to play a much more important role than ever before since independence. Although they have not yet demonstrated sufficient effectiveness as public watchdogs and agenda setters, they have succeeded in creating new communicative spaces for people who have previously been intimidated or silent. Building on this the contributors argue that a different conceptualization of democratization than the mainstream currently uses may be necessary to capture the process in Africa where it is characterized by contestation rather than consolidation. This volume shows that the media scene in Africa is diverse. It stretches from the well-developed and technologically advanced situation in South Africa to the still fledgling media operations that are typical in sub-Saharan Africa. In these countries, print media as well as television and radio are just beginning to take their place in society and do so using simple and often outdated technology. The volume also examines how these growing outlets are supplemented by informal media, the so-called radio trottoir, or rumor mill whereby the autocratic and bureaucratic direction of public affairs are subject to private speculation and analysis. Unlike authors such as Horowitz and Lijphart, who have sought to prescribe an ideal set of post-apartheid political institutions, Sisk asks what kinds of institutions show signs of actually emerging, given recent history and present realities. He treats the problem of constructing a democratic post-apartheid society in South Africa as part of a larger condition common to societies deeply divided by ethnic, religious, racial, or national discord. Though its profound cleavages of race and class make it a "least likely" candidate for conflict resolution through democratization, Sisk argues that the centripetal pull on moderate politicians of all parties was greater than the seemingly natural polarizing trend in a divided society. This centripetal pull led to the adoption of an interim constitution in 1993 after protracted negotiations. An American Fulbright scholar sent to South Africa after the end of the 21-year rupture of official scholarly exchanges between the two countries, Sisk analyzes the changes in the strategic calculations of the white minority government, the black liberation movement, and other parties over the course of negotiations since 1990. He concludes that intermittent upsurges of violence often reinforced, rather than reduced, the incentives of leaders on both sides to negotiate a settlement that would avoid mutually damaging outcomes. Drawing on extensive interviews with political figures, as well as other primary and secondary sources, Sisk finds reason for hope that a democratic social contract can evolve, balancing majority rule with minority representation and guaranteeing equal economic opportunity and social justice.
