Book excerpt: Often dismissed as window-dressing, nominally democratic institutions, such as legislatures and political parties, play an important role in non-democratic regimes. In a comprehensive cross-national study of all non-democratic states from 1946 to 2002 that examines the political uses of these institutions by dictators, Gandhi finds that legislative and partisan institutions are an important component in the operation and survival of authoritarian regimes. She examines how and why these institutions are useful to dictatorships in maintaining power, analyzing the way dictators utilize institutions as a forum in which to organize political concessions to potential opposition in an effort to neutralize threats to their power and to solicit cooperation from groups outside of the ruling elite. The use of legislatures and parties to co-opt opposition results in significant institutional effects on policies and outcomes under dictatorship.

The book classifies and compares four types of political institutions: the electoral system, parliamentary or presidential executives, unitary or federal states, and the structure and independence of the mass media. The study tests the potential advantages and disadvantages of each of these institutions for democratic governance. Cross-national time-series data concerning trends in democracy are analyzed for all countries worldwide since the early 1970s. Chapters are enriched by comparing detailed case studies. The mixed-method research design illuminates the underlying causal mechanisms by examining historical developments and processes of institutional change within particular nations and regions. The conclusion draws together the results and the practical lessons for policymakers.

In 2001, however, the country fell into a deep political and economic crisis and was widely seen as a basket case. This book explores both developments, examining the links between the (real and apparent) successes of the 1990s and the 2001 collapse. Specific topics include economic policymaking and reform, executive-legislative relations, the judiciary, federalism, political parties and the party system, and new patterns of social protest. Beyond its empirical analysis, the book contributes to several theoretical debates in comparative politics. Contemporary studies of political institutions focus almost exclusively on institutional design, neglecting issues of enforcement and stability. Yet a major problem in much of Latin America is that institutions of diverse types have often failed to take root. Besides examining the effects of institutional weakness, the book also uses the Argentine case to shed light on four other areas of current debate: tensions between radical economic reform and democracy; political parties and contemporary crises of representation; links between subnational and national politics; and the transformation of state-society relations in the post-corporatist era. Different social groups prefer different political institutions because of the way they allocate political power and resources. Thus democracy is preferred by the majority of citizens, but opposed by elites. Dictatorship nevertheless is not stable when citizens can threaten social disorder and revolution. In response, when the costs of repression are sufficiently high and promises of concessions are not credible, elites may be forced to create democracy. By democratizing, elites credibly transfer political power to the citizens, ensuring social stability. Democracy consolidates when elites do not have strong incentive to overthrow it. These processes depend on (1) the strength of civil society, (2) the structure of political institutions, (3) the nature of political and economic crises, (4) the level of economic inequality, (5) the structure of the economy, and (6) the form and extent of globalization.
