But in democracies around the world—rich and poor, Western and non-Western—there is growing evidence of low or declining public confidence in parties. In membership, organization, and popular involvement and commitment, political parties are not what they used to be. But are they in decline, or are they simply changing their forms and functions? In contrast to authors of most previous works on political parties, which tend to focus exclusively on long-established Western democracies, the contributors to this volume cover many regions of the world. Theoretically, they consider the essential functions that political parties perform in democracy and the different types of parties. Historically, they trace the emergence of parties in Western democracies and the transformation of party cleavage in recent decades. Empirically, they analyze the changing character of parties and party systems in postcommunist Europe, Latin America, and five individual countries that have witnessed significant change: Italy, Japan, Taiwan, India, and Turkey. As the authors show, political parties are now only one of many vehicles for the representation of interests, but they remain essential for recruiting leaders, structuring electoral choice, and organizing government. To the extent that parties are weak and discredited, the health of democracy will be seriously impaired. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today's elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.

In theory, popular control could be achieved through a process entirely driven by supply-side politics, with omniscient and strategic political parties converging on the median voter's policy preference at every turn. However, this would imply that there would be no distinguishable political parties (or even any reason for parties to exist) and no choice for a public to make. The more realistic view taken here portrays democracy as an ongoing series of give and take between political parties' policy supply and a mass public's policy demand. Political parties organize democratic choices as divergent policy alternatives, none of which is likely to satisfy the public's policy preferences at any one turn. While the one-off, short-run consequence of a single election often results in differences between the policies that parliaments and governments pursue and the preferences their publics hold, the authors construct theoretical arguments, employ computer simulations, and follow up with empirical analysis to show how, why, and under what conditions democratic representation reveals itself over time. Democracy, viewed as a process rather than a single electoral event, can and usually does forge strong and congruent linkages between a public and its government. This original thesis offers a challenge to democratic pessimists who would have everyone believe that neither political parties nor mass publics are up to the tasks that democracy assigns them. Both the organization of parties, and their relationships with citizens, the state, and each other have evolved since the rise of liberal democracy in the 19th and early 20th centuries. Going into the 21st century, it appears that parties losing popular support, putting both parties, and potentially democracy, in peril. This book traces the evolution of parties from the model of the mass party, through the catch-all party model, to argue that by the late 20th century the principal governing parties and (and their allied smaller parties - collectively the political 'mainstream') were effectively forming a cartel, in which the form of competition might remain, and indeed even appear to intensify, while its substance was increasingly hollowed out. The spoils of office were increasingly shared rather than restricted to the temporary winners; contentious policy questions were kept off the political agenda, and competition shifted from large questions of policy to minor questions of managerial competence. To support this cartel, the internal arrangements of parties changed to privilege the party in public office over the party on the ground. The unintended consequence has been to stimulate the rise of extra-cartel challengers to these cozy arrangements in the form of anti-party-system parties and populist oppositions on the left, but especially on the right. With Why Parties Matter, John H. Aldrich and John D. Griffin make a compelling case that competition between political parties is an essential component of a democracy that is responsive to its citizens and thus able to address their concerns. Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies.
