Book excerpt: Based on a detailed study of 35 cases in Africa, Asia, Latin America, and post-communist Eurasia, this book explores the fate of competitive authoritarian regimes between 1990 and 2008. It finds that where social, economic, and technocratic ties to the West were extensive, as in Eastern Europe and the Americas, the external cost of abuse led incumbents to cede power rather than crack down, which led to democratization. Where ties to the West were limited, external democratizing pressure was weaker and countries rarely democratized. In these cases, regime outcomes hinged on the character of state and ruling party organizations. Where incumbents possessed developed and cohesive coercive party structures, they could thwart opposition challenges, and competitive authoritarian regimes survived; where incumbents lacked such organizational tools, regimes were unstable but rarely democratized.

In practice, the role that elections play in the transition from authoritarian rule is much more significant. Using as a starting point Guillermo O’Donnell and Phillipe C. Schmitter’s 1986 classic, Transitions from Authoritarian Rule, and Robert Dahl’s original formulation of democratization as the outcome of increasing the costs of repression while decreasing the costs of toleration, this volume subjects to critical empirical tests the thesis that repeated elections positively affect democratic rights and processes. The first section uses global and quantitative regional studies based on new and unique data sets to present and rigorously evaluate the debate on the democratizing power of elections. The steady rise of China, Russia, and Iran has also led to warnings of a resurgence of "authoritarian great powers", especially in light of the financial crisis centred in the USA and Western Europe. On the positive side, however, democracy remains remarkably popular as an ideal. In the Global barometer’s most recent survey, two out of three respondents say democracy is their most favoured political system, including a majority in 49 of the 55 countries. Yet there is evidence, much expanded upon in this edited collection, that commitments to liberal democracy in practice are not as strong. Nominally pro-democratic citizens frequently favour limitations on electoral accountability and individual rights in the service of improved governance or economic growth. Further, there are rising concerns that many citizens, especially across the developing world, are turning away from democracy out of frustration with democratic performance. In contrast to many transitional regimes, the more established democracies appear to be losing support among their highly educated citizens. The contributions in this edited collection compare how democracy is understood and experienced in transitioning regimes and established democracies. This book was published as a special issue of the Journal of Elections, Public Opinion and Parties.

Book excerpt: A systematic comparison of three sets of democratization cases in Europe since 1945 (post-war Italy and West Germany; Southern Europe from the mid-1970s; and Central and Eastern Europe in the 1990s), this book highlights diversities of the historical context, political experience, democratic traditions, economic development and cultural background. Pridham views the democratization process as a whole, not just as either democratic transition or subsequent regime consolidation, as is the case with much of the literature on this subject, and, while his major concern is political regime change, other forms of transformation, such as economic or state-building, are included where these are especially important. He uses the rich diversity of the European experience in this area to apply an 'interactive dynamics' theory of democratization and proposes this as a means of overcoming the deficiencies of existing theories, which have proved inadequate for explaining the ongoing democratization and transformation processes in Central and Eastern Europe in particular.
